Book Democracy Reinvented

Download or read book Democracy Reinvented written by Hollie Russon Gilman and published by Brookings Institution Press. This book was released on 2016-01-05 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: Participatory Budgeting—the experiment in democracy that could redefine how public budgets are decided in the United States. Democracy Reinvented is the first comprehensive academic treatment of participatory budgeting in the United States, situating it within a broader trend of civic technology and innovation. This global phenomenon, which has been called "revolutionary civics in action" by the New York Times, started in Brazil in 1989 but came to America only in 2009. Participatory budgeting empowers citizens to identify community needs, work with elected officials to craft budget proposals, and vote on how to spend public funds. Democracy Reinvented places participatory budgeting within the larger discussion of the health of U.S. democracy and focuses on the enabling political and institutional conditions. Author and former White House policy adviser Hollie Russon Gilman presents theoretical insights, indepth case studies, and interviews to offer a compelling alternative to the current citizen disaffection and mistrust of government. She offers policy recommendations on how to tap online tools and other technological and civic innovations to promote more inclusive governance. While most literature tends to focus on institutional changes without solutions, this book suggests practical ways to empower citizens to become change agents. Reinvesting in Democracy also includes a discussion on the challenges and opportunities that come with using digital tools to re-engage citizens in governance.

Book Water and Politics

    Book Details:
  • Author : Veronica Herrera
  • Publisher : University of Michigan Press
  • Release : 2023-11-29
  • ISBN : 0472904345
  • Pages : 281 pages

Download or read book Water and Politics written by Veronica Herrera and published by University of Michigan Press. This book was released on 2023-11-29 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most of the world’s population lives in cities in developing countries, where access to basic public services, such as water, electricity, and health clinics, is either inadequate or sorely missing. Water and Politics shows how politicians benefit politically from manipulating public service provision for electoral gain. In many young democracies, politicians exchange water service for votes or political support, rewarding allies or punishing political enemies. Surprisingly, the political problem of water provision has become more pronounced, as water service represents a valuable political currency in resource-scarce environments. Water and Politics finds that middle-class and industrial elites play an important role in generating pressure for public service reforms.

Book Sustainable Development Research and Practice in Mexico and Selected Latin American Countries

Download or read book Sustainable Development Research and Practice in Mexico and Selected Latin American Countries written by Walter Leal Filho and published by Springer. This book was released on 2017-11-27 with total page 540 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an essential overview of sustainable development research in Mexico. It discusses the empirical research methods and findings, as well as practical initiatives and projects being pursued in Mexico and other countries in the region. Although a number of Mexican universities are now conducting high-quality research on matters related to sustainable development, there are few publications that offer a multidisciplinary overview of research efforts for a broader audience. This book addresses that gap in the literature, providing researchers at Mexican universities – including those from other countries working in Mexico – with an opportunity to present their work, i.e. curriculum innovations, empirical work, activities, case studies, and practical projects. As such, it fosters the exchange of information, ideas and experiences, successful initiatives and best practices.

Book Local Governments and Rural Development

Download or read book Local Governments and Rural Development written by Krister Andersson and published by University of Arizona Press. This book was released on 2009 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Book The Politics of Local Participatory Democracy in Latin America

Download or read book The Politics of Local Participatory Democracy in Latin America written by Françoise Montambeault and published by Stanford University Press. This book was released on 2015-10-14 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: Participatory democracy innovations aimed at bringing citizens back into local governance processes are now at the core of the international democratic development agenda. Municipalities around the world have adopted local participatory mechanisms of various types in the last two decades, including participatory budgeting, the flagship Brazilian program, and participatory planning, as it is the case in several Mexican municipalities. Yet, institutionalized participatory mechanisms have had mixed results in practice at the municipal level. So why and how does success vary? This book sets out to answer that question. Defining democratic success as a transformation of state-society relationships, the author goes beyond the clientelism/democracy dichotomy and reveals that four types of state-society relationships can be observed in practice: clientelism, disempowering co-option, fragmented inclusion, and democratic cooperation. Using this typology, and drawing on the comparative case study of four cities in Mexico and Brazil, the book demonstrates that the level of democratic success is best explained by an approach that accounts for institutional design, structural conditions of mobilization, and the configurations, strategies, behaviors, and perceptions of both state and societal actors. Thus, institutional change alone does not guarantee democratic success: the way these institutional changes are enacted by both political and social actors is even more important as it conditions the potential for an autonomous civil society to emerge and actively engage with the local state in the social construction of an inclusive citizenship.
