These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other's military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. Although the Sino-Russian partnership is limited in key respects, the United States should continue to monitor their defense relationship since it has the potential to become a more significant international security development. The Chinese and Russian armed forces have become each other’s most important foreign exercise partner. abrupt ups and downs—or their unremarkable defense dialogues, these exercises have remained a prominent and recurring feature of the Sino-Russian defense partnership for more than a decade. They have aimed to improve both forces’ capabilities, enhance interoperability, encourage defense industrial collaboration, send signals to third parties, and promote mutual reassurance and confidence building. The drills have become an important tool for the institutionalization of Sino-Russian defense ties without establishment of a formal alliance. Though the United States lacks the capacity to prevent these drills, U.S. planners can prepare for unanticipated scenarios while working with allies and partners in mitigating potential adverse impacts.

Book excerpt: This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.

China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

The book proposes a rivalry de-escalation model that differs from the standard belief that rivalries de-escalate due to a shock or external pressure. This model states that trust can be built between two rival states when confidence-building measures are instilled and utilized repeatedly over a long period of time. The SCO provides these mechanisms in the form of annual summits between state leaders and routine military exercises involving military units from every member. Examining three case studies involving the founding six members of the organization, the book argues that the SCO is effective in keeping rivalries de-escalated among its members. Book excerpt: The annual Conference on the Chinese People's Liberation Army (PLA) took place at the U.S. Army War College (USAWC), in Carlisle, Pennsylvania, on October 22-24, 2010.1 The topic for this year's conference was the "PLA's lessons from Other People's Wars." Participants at the conference sought to discern what lessons the PLA has been learning from the strategic and operational experiences of the armed forces of other countries during the past 3 decades. Why did observers of the PLA want to study what Chinese military analysts might learned about non-Chinese wars? The answer is twofold. First, the PLA has not fought an actual war since 1979. Yet, during the last 3 decades, fundamental changes have taken place on the battlefield and in the conduct of war. Since the PLA has not fought since 1979, it had no experience in the changing face of war, and thus could not follow Mao Zedong's admonition to "learn by doing"; instead, it must look abroad for ways to discern the new pattern of warfare in the evolving information age. Studying Chinese military analysts' observations of non-Chinese wars therefore provides us a glimpse of what the PLA takes from others' experience to improve its capability and to prepare itself for dealing with China's national security issues, such as Taiwan, the South and East China Sea disputes, and internal unrest in Tibet and Xinjiang, to name the most obvious ones. Second, Chinese military analysts have noticeably more freedom in assessing and commenting on the strength and weakness as well as the success and fail¬ures of other countries' wars. Indeed, for political reasons, Chinese military analysts have to emphasize the heroics and triumphs of the PLA's war experience and downplay setbacks and failures.2 While there is certainly recognition of the daunting challenges-in Korea, for example, accounts readily acknowledge that the Chinese People's Volunteers (CPV) were totally unprepared logistically and devastated by airpower-there are limits to the levels of candor. To date, there is no critical analysis of the PLA's claimed success or dismissed failure in the Sino-Vietnamese Border War of 1979 by Chinese military analysts (however, there are a few studies done by scholars outside of China3). Studying Chinese military analysts' observation of other people's wars, therefore, provide us key hints as to what Chinese military analysts consider important aspects of current and future military operational success and failure.

The group of China specialists who have written this book have applied their research talents, intelligence, and hands-on experience to clarify and explain the most important issues of the day in China. China obviously matters to the United States because of its size, its spectacular patterns of growth, its profound problems linked to rapid growth, and its military intentions. These specialists have avoided the diseases of bias, demagoguery, predispositions, and showmanship, which infect so many of the analyses of China. Rather, they have examined the facts and the trends to explain the divisions and cohesions in the Chinese leadership and their potential significance to the United States and the rest of the world. These annual conferences have a long continuity stretching back to the early 1990s. Hence, there is a common database for the books produced each year. The writers revisit major problems in China's development, particularly in the military sphere. They also examine how Chinese policies have evolved over the years, and how important the United States has been in influencing China's strategy. What, for instance, will the emerging leadership with its factious differences do about Taiwan and North Korea? The conference took place at the Carlisle Barracks in September 19- 21, 2003, and was sponsored by the American Enterprise Institute, the Heritage Foundation and the Army War College. The exchanges were frank, the atmosphere was filled with camaraderie and tension.
