The analysis is organized in three parts. The first part develops new rational choice models of (1) governance, (2) the balance of authority between parliaments and kings, (3) constitutional exchange, and (4) suffrage reform. The second part provides historical overviews and detailed constitutional histories of six important countries. The third part provides additional evidence in support of the theory, summarizes the results, contrasts the approach taken in this book with that of other scholars, and discusses methodological issues.

Book excerpt: The political institutions under which we live today evolved from a revolutionary idea that shook the world in the second part of the eighteenth century: that a people should govern itself. Yet if we judge contemporary democracies by the ideals of self-government, equality and liberty, we find that democracy is not what it was dreamt to be. This book addresses central issues in democratic theory by analyzing the sources of widespread dissatisfaction with democracies around the world. With attention throughout to historical and cross-national variations, the focus is on the generic limits of democracy in promoting equality, effective participation, control of governments by citizens, and liberty. The conclusion is that although some of this dissatisfaction has good reasons, some is based on an erroneous understanding of how democracy functions. Hence, although the analysis identifies the limits of democracy, it also points to directions for feasible reforms.

Behind the social liberal façade of the economically successful, welfare-orientated Nordic states, right-wing populism has found support in the region. Such parties emerged first in Denmark and Norway in the 1970s, before becoming prominent in Sweden and Finland after the turn of the millennium and in Iceland in the wake of the financial crisis of 2008, when populist parties surged throughout the Nordics. The author traces these Nationalist trails of thoughts back to the National Socialistic movements of the 1920s and 1930s (the respective Nordic version Nazi parties) and before, to the birth of the Nordic nation states in the nineteenth century following the failure of integration. Since then, as the book argues, separate nationalisms have grown strong in each of the countries. For all the chaos and upheaval over the past century--major wars, economic crises, massive social change, and technological revolutions--Torben Iversen and David Soskice show how democratic states continuously reinvent their economies through massive public investment in research and education, by imposing competitive product markets and cooperation in the workplace, and by securing macroeconomic discipline as the preconditions for innovation and the promotion of the advanced sectors of the economy. Critically, this investment has generated vast numbers of well-paying jobs for the middle classes and their children, focusing the aims of aspirational families, and in turn providing electoral support for parties. Gains at the top have also been shared with the middle (though not the bottom) through a large welfare state. Contrary to the prevailing wisdom on globalization, advanced capitalism is neither footloose nor unconstrained: it thrives under democracy precisely because it cannot subvert it. Populism, inequality, and poverty are indeed great scourges of our time, but these are failures of democracy and must be solved by democracy.

Different social groups prefer different political institutions because of the way they allocate political power and resources. Thus democracy is preferred by the majority of citizens, but opposed by elites. Dictatorship nevertheless is not stable when citizens can threaten social disorder and revolution. In response, when the costs of repression are sufficiently high and promises of concessions are not credible, elites may be forced to create democracy. By democratizing, elites credibly transfer political power to the citizens, ensuring social stability. Democracy consolidates when elites do not have strong incentive to overthrow it. These processes depend on (1) the strength of civil society, (2) the structure of political institutions, (3) the nature of political and economic crises, (4) the level of economic inequality, (5) the structure of the economy, and (6) the form and extent of globalization.

Jusko develops a general theory of new party formation that shows how changes in the geographic distribution of groups across electoral districts create opportunities for new parties to enter elections, especially where changes favor groups previously excluded from local partisan networks. Empirical evidence is drawn first from a broadly comparative analysis of all new party entry and then from a series of historical case studies, each focusing on the strategic entry incentives of new low-income peoples' parties. Jusko offers a new explanation for the absence of a low-income people's party in the USA and a more general account of political inequality in contemporary democratic societies.
