N 0 one can be more sensible than he is of the extreme incompleteness and imperfection of his attempt to consider one of the most gigantic questions of the present age. If he had seen that the men, who most justly command the confidence of Englishmen, and to whom they rightly look for advice on subjects, which not only require the exercise of practical wisdom, but also reasoning from the past and a long look into the future, were occupying themselves with this truly national concern, he would have hesitated to publish any of his own views, however well founded he might have believed them to be. But this has not been the case, and he has therefore ventured to tread on ground that might justly have been considered beyond his reach, if it had been previously occupied. It is his hope, that as even the smallest effort may, in concert with others, have some result, so may this have the effect, either of, in some degree, drawing the attention of the public to this great question, or of persuading some thinker of earnestness and weight to devote his abilities to its solution. Still less does it claim to rival the classical monographs on the various aspects of the Constitution which are the work of experts in the strict sense. It is written only in the hope that those who have not yet the leisure, or who have not yet arrived at the age, to appreciate these larger works, will be enabled by it to look forward to that advantage at a later date. And the immediate prospect of a largely increased electorate, combined with the great stimulus of interest in problems of government produced by the war, would seem to make that hope reasonable. For the many defects of the book, the writer will not apologize; for lie knows that critics best able to appreciate the difficulty of writing it, will be the readiest to forgive them. He will merely deprecate the suggestion that the book is a "precis" of larger treatises. So far as it goes, it is original both in plan and execution, and from first-hand material. For neither plan nor execution is any one but the writer responsible. Nevertheless, it is the waiter's keen pleasure, as well as his bounden duty, to tender his grateful thanks to those acquaintances and friends who have been ungrudging with their help on the matters upon which he has appealed to them. Demagogues, by their very nature, as the term implies, are a pliant, accommodating race; and are prone to yield to circumstances, rather than conquer them. It has been well said that the same elements of character which constitute the demagogues in a popular government enter into and make up the courtier under a monarchy. The men who led our armies to victory during the Revolution, and who framed our free constitutions and laws, were, many of them, foremost in the esteem of the rulers of Great Britain before they thought of resistance. All the older officers of the army had served with honor under the King, and their names were held in high respect at court. Franklin was Postmaster-general of the Colonies; and hundreds besides him were in high favor as civilians. They had therefore no occasion to revolt and set up a new form of government in order to secure the offices. By their heroic self-sacrifice, by their courage and perseverance in what for years seemed an almost hopeless enterprise, and by the wisdom displayed on the tented field and in the council, they gained, among friends and foes the world over, the highest reputation for virtue. The idea of such men being actuated by a low ambi tion to secure places for themselves is therefore simply pre posterons.
