However, many argue that democracy is unlikely to emerge in Iran in the near future. This assumption is based on the strong presence of Islam in Iranian society, and a supposed intrinsic incompatibility between Islam and democracy. This book challenges this assumption by examining both the current state of democracy in the Islamic Republic of Iran and the democratization process currently underway within the country. The book examines the role of Shi'a Islam in shaping and determining socio-political realities in Iran. As well, it analyzes the Constitution and the institutional equilibrium of the Islamic Republic, and it discusses how factional politics have evolved and become a conduit for internal reform. The book argues that, in reality, the modern nation-state has incorporated functions and expectations that make democracy not merely one option anymore. The Western-liberal model of democracy is not the sole criterion for perceiving good governance. Non-Western attempts to reform, such as those in Iran, must not be seen as pre-determined to fail simply because reform or democracy is not indigenous.

Book excerpt: Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. At this volatile time in history, Huntington's assessment of the processes of democratization is indispensable to understanding the future of democracy in the world.

Esposito and Voll use six case studies--Algeria, Egypt, Iran, Malaysia, Pakistan, and Sudan--to look at the diversity of Muslim experiences and experiments. At one end of the spectrum, Iran and Sudan represent two cases of militant, revolutionary Islam establishing political systems. In Pakistan and Malaysia, however, the new movements have been recognized and made part of the political process. Egypt and Algeria reveal the coexistence of both extremist and moderate Islamic activism and demonstrate the complex challenges confronting ruling elites. These case studies prove that despite commonalities, differing national contexts and identities give rise to a multiplicity of agendas and strategies. Book excerpt: This study entails a theoretical reading of the Iranian modern history and follows an interdisciplinary agenda at the intersection of philosophy, psychoanalysis, economics, and politics and intends to offer a novel framework for the analysis of socio-economic development in Iran in the modern era. A brief review of Iranian modern history from the Constitutional Revolution to the Oil Nationalization Movement, the 1979 Islamic Revolution, and the recent Reformist and Green Movements demonstrates that Iranian people travelled full circle. This historical experience of socio-economic development revolving around the bitter question of “Why are we backward?” and its manifestation in perpetual socio-political instability and violence is the subject matter of this study. Michel Foucault’s conceived relation between the production of truth and production of wealth captures the essence of hypothesis offered in this study. Foucault (1980: 93–94) maintains that “In the last analysis, we must produce truth as we must produce wealth; indeed we must produce truth in order to produce wealth in the first place.” Based on a hybrid methodology combining hermeneutics of understanding and hermeneutics of suspicion, this monograph proposes that the failure to produce wealth has had particular roots in the failure in the production of truth and trust. At the heart of the proposed theoretical model is the following formula: the Iranian subject’s confused preference structure culminates in the formation of unstable coalitions which in turn leads to institutional failure, creating a chaotic social order and a turbulent history as experienced by the Iranian nation in the modern era. As such, the society oscillates between the chaotic states of socio-political anarchy emanating from irreconcilable differences between and within social assemblages and their affiliated hybrid forms of regimes of truth in the springs of freedom and repressive states of order in the winters of discontent. Each time, after the experience of chaos, the order is restored based on the emergence of a final arbiter (Iranian leviathan) as the evolved coping strategy for achieving conflict resolution. This highly volatile truth cycle produces the experience of socio-economic backwardness and violence. The explanatory power of the theoretical framework offered in the study exploring the relation between the production of truth, trust, and wealth is demonstrated via providing historical examples from strong events of Iranian modern history. The significant policy implications of the model are explored. This monograph will appeal to researchers, scholars, graduate students, policy makers and anyone interested in the Middle Eastern politics, Iran, development studies and political economy.

Known as the age of democracy, the nineteenth century witnessed the extension of the franchise and the rise of party politics. As Daniel Carpenter shows, however, democracy in America emerged not merely through elections and parties, but through the transformation of an ancient political tool: the petition. A statement of grievance accompanied by a list of signatures, the petition afforded women and men excluded from formal politics the chance to make their voices heard and to reshape the landscape of political possibility. Democracy by Petition traces the explosion and expansion of petitioning across the North American continent. Indigenous tribes in Canada, free Blacks from Boston to the British West Indies, Irish canal workers in Indiana, and Hispanic settlers in territorial New Mexico all used petitions to make claims on those in power. Petitions facilitated the extension of suffrage, the decline of feudal land tenure, and advances in liberty for women, African Americans, and Indigenous peoples. Even where petitioners failed in their immediate aims, their campaigns advanced democracy by setting agendas, recruiting people into political causes, and fostering aspirations of equality. Far more than periodic elections, petitions provided an everyday current of communication between officeholders and the people. The coming of democracy in America owes much to the unprecedented energy with which the petition was employed in the antebellum period. By uncovering this neglected yet vital strand of nineteenth-century life, Democracy by Petition will forever change how we understand our political history.
