Book excerpt: Excerpt from The Church Under Queen Elizabeth: An Historical Sketch When, in 1833, the Tractarian movement first arose at Oxford, it is remarkable that its leaders, in their important work of restoration and reparation, commenced with explaining and maintaining the doctrine of the Sacraments, and not that of the true nature and character of the Universal Church. This was like carving the pinnacle before securing the foundation. They assumed, but never once attempted to prove, that the established communion in England was identical, in all essential particulars, with the Old Church Of the country, and in communion with the Church throughout the world. They started with the assump tion that none of the changes at the Reformation had altered its organic life, though the then disorganised religious state of England stared them in the face. Of course this easier method saved them a world of investigation and trouble. Having a solid foundation, as they so Obviously believed themselves to possess, they could proceed to build up a superstructure. This, as we know, they did both with system and spirit. In so doing they took for granted that the ordinary historical theories concerning the changes under Henry VIII., Edward VI., and Elizabeth were, in the main, true and to be depended on. But these theories have turned out to be only theories; and, though bolstered up for some years under Burnet's tuition, in the face of historical documents which have been brought to light of late, they now no longer hold their ground. They are exploded; for they were founded only on fraud, fiction, and romance. It is hard to entertain the conviction that, during Queen Elizabeth's reign, the persecutors of the Catholics, men like Grindal, Sandys, Cecil. Book excerpt: Excerpt from England and the Catholic Church Under Queen Elizabeth I am indebted for a few documents which throw light on the doings of English pirates in the Mediterranean (appendix Papers in the Vatican suggested the idea of making researches in this little used collection. Among English archives, the most important are those belonging to the catholic cathedral of Westminster. No others can compare with them in value for the inner history of English catholicism. As their contents, however, are of importance only from the end of the sixteenth century, the letters, reports, and memorials of English catholics and Roman officials which they contain, are only of service for the last chapter of this volume. The rich treasures of the Public Record Office have been already largely made public in the Calendars of State Papers. However, for some series (especially Italian Sizzler), I have been able to draw upon fresh sources of information. As regards the results yielded by the Recusant Rolls, I must refer to Ch. I., 4. The British Museum and the Bodleian Library were invaluable to me on account of their original editions of royal proclamations, and, above all, for their rich store of pamphlets and broadsides. For although it was only in the seventeenth century that the classical period of political pamphleteering dawned for England, still as early as the time of Elizabeth, broadsides and pamphlets had become such a power in public life that no student of history can pass over these sources of information with impunity. Why, it may be asked, begin with Queen Elizabeth's acces sion, and not with her father's revolt from the Church? For the latter was the cause of the former, and, indeed, the origin of all the Subsequent troubles. Again, it may be asked, if you do begin with Elizabeth's long reign, why commence before the middle or end? For the new life of the Catholic party only began to throb and grow articulate in the latter decades. To this I would say that Henry's revolt is indeed the proper starting-point for a history of the Reformation taken as a whole; but Elizabeth's accession is better, if one is primarily considering the political and civic life of the post Reformation Catholics. Reform and counter-reform under Henry, Edward and Mary were transitory. The con structive work of each was immediately undone by their successor. There have, of course, been many developments since, but they have proceeded on the lines then laid down.
