Book excerpt: Research has demonstrated students of parents with positive perceptions and high values towards school attendance, attend school more regularly. The COVID-19 pandemic and the adoption of remote learning to mitigate the spread of COVID, resulted in significant increases in student absences across the state of California. The purpose of the study is to determine the extent to which COVID-19 impacted parental beliefs and perceptions of absenteeism. Students of parents who fundamentally value education and the importance of school attendance, have lower rates of absenteeism. Previous research focused on the correlation between parental beliefs and rates of absenteeism. A convergent parallel mixed methods study was conducted to determine the impact of COVID-19 on parental beliefs regarding absenteeism. A survey with quantitative questions and qualitative open-ended questions were analyzed to identify themes through holistic, in vivo coding. Results showed the largest impact of COVID-19 was the declining parent value of school attendance and shifts in beliefs about absenteeism. There is a need for research focused on absenteeism and parent perceptions after COVID-19. Due to the results of the pandemic being relatively new, there is little research on this topic. The study concluded the educational community would benefit from more research to fully understand the scope of the impact COVID-19 had on parental beliefs and absenteeism.

Book excerpt: Abstract: The perceptions of stakeholders within a school community regarding student attendance are indicative of the critical importance of attending school, particularly in the early grades, as it relates to social and academic growth. Different forms of research and practice when exploring the factors that affect school attendance may help identify challenges that impede equity in education. This case study allowed African American parents/guardians and school leaders to use their voice to address the importance of school attendance and advocate for their students who encounter issues with chronic absenteeism and its effect on their academic achievement and behavior. The portraiture methodology used to develop a narrative and story for each participant centered on their perceptions of student attendance and chronic absenteeism. Their perceptions were then interpreted and discussed through the theoretical lens of critical race theory. In addition to interviews, this research utilized observations and document analysis to explore the stakeholders' perceptions of attendance and absenteeism at a predominantly African American elementary school in an urban area of Southern California.

In the 2013-2014 academic year, about 14% of students in the United States missed at least 10% of the school year or more (Jacob & Lovett, 2017). Everyday struggles such as low wages, bullying, housing, mental wellbeing, and opioid addiction impact children's school attendance. This study determined parents' and teachers' understanding and perceptions of school attendance policies and parents' resources to address students' truancy. The study used a mixed-method survey approach in which 50 parents and 33 teachers indicated their knowledge of Pennsylvania's Act 138 truancy law. The parent survey consisted of 19 Likert and open-ended questions, and the teachers' survey included 18 Likert and open-ended questions. The participating parents and teachers were from the Commonwealth of Pennsylvania and were the parents of children or taught children in grades K-6. Both parents and teachers agreed (69% parents, 91% teachers) that School Districts in Pennsylvania provided appropriate resources for parents to decrease truancy concerns. Teachers were familiar (18%) or somewhat familiar (73%) with Pennsylvania's Act 138 truancy law. Pennsylvania schools must incorporate appropriate parental support programs to help parents improve school attendance and keep their children involved in school and should continue to implement programs for students and parents to address truancy issues. School districts should include parent and community voices when creating policies and support to identify and discuss how they can serve their truant populations.

Book excerpt: The first major battle over school choice came out of struggles over equalizing and integrating schools in the civil rights era, when it became apparent that choice could be either a serious barrier or a significant tool for reaching these goals. The second large and continuing movement for choice was part of the very different anti-government, individualistic, market-based movement of a more conservative period in which many of the lessons of that earlier period were forgotten, though choice was once again presented as the answer to racial inequality. This book brings civil rights back into the center of the debate and tries to move from doctrine to empirical research in exploring the many forms of choice and their very different consequences for equity in U.S. schools. Leading researchers conclude that although helping minority children remains a central justification for choice proponents, ignoring the essential civil rights dimensions of choice plans risks compounding rather than remedying racial inequality.
