Book excerpt: This study explored the nature of parental involvement in a low-fee independent secondary school in South Africa. The relevant available research indicated that participatory input by parents should be seen as contributing to improving the efficiency of schools; this can be applied equally in a low-fee independent school. However, whereas there are a number of studies in the literature on parental involvement in independent schools, there is a minimal number on parental involvement in low-fee independent schools. According to the few applicable relevant reports when low-fee independent schools were created the socio-economic status of the families of the children attending the schools was a contributing factor in explaining and influencing parental involvement. This apparent gap in the literature encouraged the researcher to conduct a more comprehensive study which explored the nature of parental involvement in an independent secondary school in South Africa - more specifically, a low-fee one. A qualitative research methodology was deemed most appropriate for this case study. Data was gathered by using a purposive sampling method which involved interviews, observation and document analysis. As this is a research report of limited scope for the partial fulfillment of the requirements of a lectured Master℗þs degree that consists largely of course-work, a small sample of school stakeholders in an independent secondary school was selected. The conceptual lens of Joyce Epstein℗þs typology of parental involvement in schools was used as a basis for the study. The framework informed the data collection methods by referring to the different types of parental involvement, namely: Basic Obligations of Parents; Basic Obligations of Schools; Parent Involvement in Schools; Parent Involvement in Governance and Advocacy; and Collaboration and Exchanges. Overall, the study found that in terms of the perceptions of the participants interviewed, there was a probability that families℗þ socio-economic backgrounds had an impact on the efficiency and effectiveness of communication in terms of the mode and language used. The results show that even though there was an attempt to improve parental involvement in this low-fee independent secondary school, it was still lacking. The study recommends that communication and relationships between parents and the school should be improved through the development of a Parent Advisory Committee (PAC). The PAC would have the potential to aid the designing, drafting and implementation of policies and procedures. In addition, the findings of further research could assist in closing the gap in communication between parents, teachers and the community.

Book excerpt: Low-fee private schooling represents a point of heated debate in the international policy context of Education for All and the Millennium Development Goals. While on the one hand there is an increased push for free and universal access with assumed State responsibility, reports on the mushrooming of private schools targeting socially and economically disadvantaged groups in a range of developing countries, particularly across Africa and Asia, have emerged over the last decade. Low-fee private schooling has, thus, become a provocative and illuminating area of research and policy interest on the impacts of privatisation and its different forms in developing countries. This edited volume aims to add to the growing literature on low-fee private schooling by presenting seven studies in five countries (Ghana, India, Kenya, Nigeria and Pakistan), and is bookended by chapters analysing some of the evidence and debates on the topic thus far. The book presents research findings from studies across three levels of analysis that have proven relevant in the study of low-fee private schooling: the household, school and state. Chapters address household schooling choice behaviours regarding low-fee private and competing sectors; the management, operation and relative quality of low-fee private schools; and changes to the regulatory frameworks governing low-fee private schools, and the impact of low-fee private schools on those frameworks. The book does not seek to provide definitive answers since, as an emerging and evolving area of study, this would be premature. Instead, it aims to call attention to the need for further systematic research on low-fee private schooling, and to open up the debate by presenting studies that use a range of methods and, owing to the context specificity of the issue, draw different conclusions. The hope is that these studies may serve as springboards to further research. Finally, the book does not aim to snuff out the political and vociferous debate surrounding low-fee private schooling and private provision more broadly, or to erase the complications that abound in conducting research in this area, but to engage with them. The hope is that as the 2015 target date for Education for All and Millennium Development Goals approaches, this book may help us get closer to answering the question: do low-fee private schools aggravate equity or mitigate disadvantage?

Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are “policy orphans,†? positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth’s school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners’ actions working with youth in Sub-Saharan Africa.

Book excerpt: While South Africa has made significant improvements in basic and tertiary education enrollment, the country still suffers from significant challenges in the quality of educational achievement by almost any international metric. The paper finds that money is clearly not the main issue since the South Africa’s education budget is comparable to OECD countries as a percent of GDP and exceeds that of most peer sub-Saharan African countries in per capita terms. The main explanatory factors are complex and multifaceted, and are associated with insufficient subject knowledge of some teachers, history, race, language, geographic location, and socio-economic status. Low educational achievement contributes to low productivity growth, and high levels of poverty, unemployment, and inequality. Drawing on the literature, the paper sketches some policy considerations to guide the debate on what works and what does not.
