Book excerpt: The role of the principal has been changing in relation to the increasing parent involvement in decision making and the educational restructuring in Alberta, Canada. The purpose of this study is to describe and examine a selected principal in her role in a school, during the 1994-1995 year, where parents from the school council and staff from the school share some of the decision making. The school chosen for this study had the principal working collaboratively with the parents and staff. A case study methodology is used to describe and examine interviews with the parents, teachers, superintendent's designate and the principal; on-site observations; and school and district documents. This study uses Rost's (1993) definition of leadership, "an influence relationship among leaders and collaborators who intend real changes that reflect the purposes mutually held by both leaders and collaborators," to examine the leadership role of the principal. Moreover, this study also uses the development of a moral community as described by Starratt (1996) to examine this school community. The findings provide a description of the leadership role of the principal, how the principal accommodates parent and staff input, decision-making and the changes brought about by the principal and the school council in the areas of policy, program and budget as specified in the Alberta Education (1994) Roles and Responsibilities document. There is agreement found among the participants that the principal should practice leadership with parents, be a communicator with parents, and be a liaison between the school and the community. Further, there is support from some of the participants that the principal must be a mediator between parents and teachers, nurturing of students, parents and teachers, and accountable for all school activities, student results and parent or community expectations. Issues surrounding increasing parent involvement in decision making are described. These include, hidden agendas, maintenance of confidentiality, varying expectations by parents and teachers, managing behavior disordered students, and parents wanting input on teacher evaluation. Decision-making processes are discussed, including, autocratic, democratic, collaborative and consensus decision-making and these are compared with the differing levels of decisions made according to this study. Implications of the study include the need for parents, teachers and the principal to have an opportunity to receive support and training in collaborative decision-making. Principals, in conjunction with Alberta Education and the Alberta Teacher's Association, must work together in the development of supports through training and networking for principals - personally, professionally and technologically.

It sheds light on the causes of this high dependence on ‘shadow education’ and its implications for social inequalities. The book provides a deep and extensive understanding of the role of this kind of education in Japan. It shows new ways to theoretically and empirically address this issue, and offers a comprehensive perspective on the impact of shadow education on social inequality formation that is based on reliable and convincing empirical analyses. Contrary to earlier studies, the book shows that shadow education does not inevitably result in increasing or persisting inequalities, but also inherits the potential to let students overcome their status-specific disadvantages and contributes to more opportunities in education. Against the background of the continuous expansion and the convergence of shadow education systems across the globe, the findings of this book call for similar works in other national contexts, particularly Western societies without traditional large-scale shadow education markets. Book excerpt: ADeweyan (1916) democratic theoty ofeducation called for the participation ofall citizens in deliberating important educational issues to improve overall student learning. Thus, the move to include parents in educational decision making can be considered to be rooted in democratic principles. To gain greater insight into the issue ofparent involvement in educational decision making, one elementary school was studied and a triangulization method was employed in an attempt to clarify the important issues surrolUlding the move to include parents in the governance ofschools. The three methods to gain information included surveys, interviews, and documentation ofsignificant school events and related work. All ofthe parents and teachers ofthe school were surveyed, 10 parents and 6teachers were interviewed, and related school events were recorded. The survey design was modeled on the Parent Involvement Questionnaire (PIQ) created and reported on by Chavkin and Williams (1987). The results ofthe surveys were used as a guide for the interview questions. An interview outline was developed based on Seidman's (1991) open-ended approach and Patton's (1980) standardized open-ended interview style in which parents and teachers were asked about their experiences and opinions on anmnber ofparent involvement issues. Parents and teachers in this school indicated agreater interest in becoming more aware ofeducational issues such as school budget and school discipline policies. Although the parents indicated agreater interest in school matters and the teachers indicated awillingness to include parents in school matters, both the parents and teachers in this study perceived the role ofthe parent as advisory, not decision making. It was concluded that to ensure ameaningful and functional role for parellts as tlleir p811icipatioll ill educational matters evolves, SCllools must have a clear vision ofthe primary goal ofall schools, namely, to foster and nourish democratic citizens for ademocratic society (Glickman, 1993). Furthennore, intentional practices such as Purkey's (ad) 5-P Relay approach, based on a democratic theory and practice of education, will have to be employed in order to give parents an authentic voice in educational matters and provide an avenue for parents to acquire the necessary skills and lmowledge needed to do so. As schools, school boards, and the Ministry ofEducation implement parent involvement guidelines and policies, developmental needs ofeach school need to be considered to ensure the employment ofdemocratic practices not authoritarian mandates. Parent interest and involvement, at whatever level, should be an important element in the overall move to make schools part ofthe democratic society they were meant to be.
