Book excerpt: While much has been written about economic competition between the United States and Japan, it is easy to lose sight of the fact that their relationship is founded essentially on each sides' domestic political concerns. Many critics have concluded that to gain a new equilibrium in relations, the two counties must develop a sophisticated appreciation of each other's political dynamics. Because budgets, taxes and macroeconomic policy are so central to activities of both governments, this book, by Japanese and American experts, focuses on the role of political institutions in formulating economic policy. Despite the differences in the two counties political systems—one-party/parliamentary versus two-party/presidential—there are striking similarities in the way politics is transacted in Japan and the United States. In particular, politicians in both countries are motivated primarily by the desire to serve local constituencies, which leads to overly parochial public policies. Combining case studies and discussions, the contributors provide an overview of the Japanese and American political systems, particularly those aspects that are most relevant to economic policymaking. Many mistakenly believe that it is fruitless to try to persuade those who disagree with them about politics. However, Persuasion in Parallel shows that individuals do, in fact, change their minds in response to information, with partisans on either side of the political aisle updating their views roughly in parallel. This book challenges the dominant view that persuasive information can often backfire because people are supposedly motivated to reason against information they dislike. Drawing on evidence from a series of randomized controlled trials, the book shows that the backfire response is rare to nonexistent. Instead, it shows that most everyone updates in the direction of information, at least a little bit. The political upshot of this work is that the other side is not lost. Even messages we don't like can move us in the right direction.

The book argues that such a parallel journey acknowledges the political nature of the intervention, which shifts the emphasis of the intervention away from an "us and them" attitude, and has a far more substantial impact in assisting clients to challenge abusive behavior, compared to other practice methods or techniques for intervention. The book is organized in five parts - with four case studies being revisited throughout, from initial engagement through to restitution and family restoration - which: detail invitational theory concerning the nature and politics of violence, resistance, and restorative practice * outline the paradigm for invitational practice, including practices for addressing restraints, establishing an ethical foundation, and addressing abusive practices * present a map with guidelines for an ethical journey, and practices for facilitating this journey in the context of an restorative project * concern invitational context within a relationship and family context * outline a collaborative invitational process for evaluation of goal attainment by men who have abused. Becoming Ethical builds on the invitational model, introduced by Alan Jenkins in his book Invitations to Responsibility (Dulwich, 1990), which has sold over 20,000 copies.

In Experimental Politics, Maurizio Lazzarato examines the conditions of work, employment, and unemployment in neoliberalism's flexible and precarious labor market. This is the first book of Lazzarato's in English that fully exemplifies the unique synthesis of sociology, activist research, and theoretical innovation that has generated his best-known concepts, such as “immaterial labor.” The book (published in France in 2009) is also groundbreaking in the way it brings Foucault, Deleuze, and Guattari to bear on the analysis of concrete political situations and real social struggles, while making a significant theoretical contribution in its own right. Lazzarato draws on the experiences of casual workers in the French entertainment industry during a dispute over the reorganization (“reform”) of their unemployment insurance in 2004 and 2005. He sees this conflict as the first testing ground of a political program of social reconstruction. The payment of unemployment insurance would become the principal instrument for control over the mobility and behavior of the workers. The flexible and precarious workforce of the entertainment industry prefigured what the entire workforce in contemporary societies is in the process of becoming: in Foucault's words, a “floating population” in “security societies.” Lazzarato argues further that parallel to economic impoverishment, neoliberalism has produced an impoverishment of subjectivity—a reduction in existential intensity. A substantial introduction by Jeremy Gilbert situates Lazzarato's analysis in a broader context.
