De ahí que la profesionalizaciónestratégica de las estructuras comunicativas de los ejecutivos o un buen manejo de las nuevas tecnologías coadyuve a que estos gobiernos sean más creíbles, duraderos y gocen de mayor reputación.

It reviews the history of the Mercosur and identifies the results achieved by the bloc, as well as the causes of difficulties and the reasons for stalemates over nearly 30 years of its existence. The authors identify the complex interrelation between domestic and foreign factors that have shaped Brazilian foreign policy. From 1991 onwards, relations between Latin American countries have changed while the Mercosur developed from a free trade area to a customs union. While intrabloc trade grew, there were huge difficulties in the form of regional institutional affirmation and cooperation. This history is of the utmost importance to understanding regionalism and politics in Latin America. The impact of this crisis on the p- ples of Latin America and the Caribbean will undermine the region’s prospects for economic growth, employment, and poverty alleviation. This was the year in which United States citizens elected Barack Obama as their President, a clear sign of new hope. This hope was tangible at the Fifth Summit of the Americas, held in 2009 in Port of Spain, which marked a turning point in the relations between the countries that make up this hemisphere. The open posture of the United States and that country’s readiness to listen rather than to impose any particular position and its willingness to engage in dialogue on an equal footing were positive signs. Moreover, it was generally admitted that there is not just one model for advancing successfully toward development.

In other words, the nation uses this instrument to deal with the United States, defend national interests, appease domestic groups, and promote economic growth. The key characteristics of Mexico’s principled pragmatism in foreign policy are that the nation projects a double-edged diplomacy to cope with external and domestic challenges at the same time. This policy is mainly for domestic consumption, and it is also linked to the type of actors that are involved in the decision-making process and to the kind of topics included in the agenda. This principled pragmatism is related to the nature of the intention: principism is deliberate and pragmatism is forced; and this policy is used to increase Mexico’s international bargaining power.

Yet since the 1980s, the country has been caught in a low-level equilibrium, marked by lackluster growth and destructive inequality. One cause is the country's enduring commitment to a set of ideas and institutions labelled developmentalism. This book argues that developmentalism has endured, despite hyperactive reform, because institutional complementarities across economic and political spheres sustain and drive key actors and strategies that are individually advantageous, but collectively suboptimal. Although there has been incremental evolution in some institutions, complementarities across institutions sustain a pattern of 'decadent developmentalism' that swamps systemic change. Breaking new ground, Taylor shows how macroeconomic and microeconomic institutions are tightly interwoven with patterns of executive-legislative relations, bureaucratic autonomy, and oversight. His analysis of institutional complementarities across these five dimensions is relevant not only to Brazil but also to the broader study of comparative political economy.

Book excerpt: During the first half of the twentieth century, the international system was largely dominated by the USA and the colonial powers of western Europe. After the two world wars, the political and economic dominance of these states guaranteed them and their allies an almost complete control of world politics. However, as it is the norm in the international system, power structures are not immutable. After the end of the Cold War, rapid changes to the existing international hierarchies took place, as new countries from the so-called ‘‘developing world’’ began to emerge as crucial actors capable of questioning and altering the power dynamics of the world. It is therefore unthinkable to ignore emerging countries such as Russia, the People’s Republic of China, India, Brazil or South Africa in the decision-making process in today’s world order. In addition, there is a group of smaller, yet increasingly important countries that, while acknowledging their inability radically to change the rules of the international system, are still eager to shift power relations and enhance their influence in the world. Argentina, Colombia, Egypt, Indonesia, Iran, South Korea, Mexico, Nigeria, Pakistan, Saudi Arabia, Turkey and Vietnam are generally recognised as part of this grouping of emerging powers from the Global South. While there is a consensus amongst academics that emerging powers from the Global South must have a stabilising role within their own regions, previous analyses have focused primarily on the impact that emerging powers have had in their own regions’ conflict resolution initiatives. This volume, instead, aims to go beyond these analyses and provide new insights regarding the effect that this stabilising role has on the continental and global positioning of emerging powers. In other words, this book explores the relation between a country’s involvement in conflict resolution initiatives and its positioning in the international system. The volume will contribute to this approach using the perspective of academics and practitioners from countries of the Global South, particularly from states that have strengthened - or sometimes weakened - their position in the international hierarchy of power through a leading role in regional conflict resolution initiatives.
