Ultimately we agreed that the following words would best meet the case: --To add to the preamble, after " purpose " --"And whereas the Government of Mexico propose to institute an inquiry into all the pecuniary claims of British subjects, and to negotiate directly with the claimants, with a view to the settlement thereof."
