Professor Pempel identifies three distinct patterns of policymaking within Japan's current system of hegemonic pluralism. One of these, "policymaking by camp conflict, "is associated with broad, highly emotional, ideological issues that polarize political forces and that are resolved only after widely publicized battles in the Diet, the media, and the streets. A second pattern, "incremental policymaking, "involves nonideological problems that are settled largely through bureaucratic procedures almost totally removed from public scrutiny. A third pattern, "pressure group policymaking, "pits a limited number of special interest groups against one or more government agencies; this process is less conflictual and public than camp conflict, but more visible and antagonistic than incremental policymaking.

Who Really Rules? provides a categorical challenge--empirical, methodological, and theoretical--to Dahl's work. Empirically, Domhoff's restudy of New Haven shows through newly discovered documents that Dahl was wrong about the pluralism of New Haven's power structure. He also presents the most systematic statement of power structure methodology yet made, a statement that contradicts Dahl's methodological claims which have been the prevailing wisdom in American social science for over fifteen years. Finally, Domhoff outlines the national policy planning network through which the big business ruling class dominates urban government. Who Really Rules? is unique in that it makes possible for the first time a dialogue between pluralist and ruling-class views on the basis of studies of the same city by leading exponents of the rival theoretical positions. It is original in that it includes much data not revealed by Dahl. It presents the methodology of power structure research in the most comprehensive fashion yet attempted, and reveals a ruling-class network for urban policy planning that has never before been fully articulated.

Traditionally, one successful answer has been to encourage immigrants to learn our language, culture, history, and civic traditions. New immigrants would then be invited become citizens and welcomed as full members of the community. However, a concerted effort is underway to gain acceptance for, and implement, the idea that the United States should allow new immigrants to vote without becoming citizens. It is mounted by an alliance that brings together progressive academics, law professors, local and state political leaders, and community activists, all working to decouple voting from American citizenship. Their effort show signs of success, but is it really in America's best interests to allow new immigrants to have the vote? Their proposals have been much advocated, but little analyzed. Neither a polemic nor a whitewash, Stanley A. Renshon provides a careful analysis of the arguments put forward by advocates of this position on the basis of fairness, increasing democracy, civic learning, and moral necessity and asks: Do they really help immigrants become Americans?
