Book excerpt: The Darwin Elasmobranch Biodiversity Conservation and Management project in Sabah held a three-day international seminar that included a one-day workshop in order to highlight freshwater and coastal elasmobranch conservation issues in the region and worldwide, to disseminate the result of the project to other Malaysian states and countries, and to raise awareness of the importance of considering aspects of elasmobranch biodiversity in the context of nature conservation, commercial fisheries management, and for subsistence fishing communities. These proceedings contain numerous peer-reviewed papers originally presented at the seminar, which cover a wide range of topics, with particular reference to species from freshwater and estuarine habitats. The workshop served to develop recommendations concerning the future prospects of elasmobranch fisheries, biodiversity, conservation and management. This paper records those conclusions, which highlight the importance of elasmobranchs as top marine predators and keystone species, noting that permanent damage to shark and ray populations are likely to have serious and unexpected negative consequences for commercial and subsistence yields of other important fish stocks.

This book is written for those interested in the character, causes, and consequences of governance within the state. The book argues that jurisdictional design is shaped by the functional pressures that arise from the logic of scale in providing public goods and by the preferences that people have regarding self-government. The first has to do with the character of the public goods provided by government: their scale economies, externalities, and informational asymmetries. The second has to do with how people conceive and construct the groups to which they feel themselves belonging. In this book, the authors demonstrate that scale and community are principles that can help explain some basic features of governance, including the growth of multiple tiers over the past six decades, how jurisdictions are designed, why governance within the state has become differentiated, and the extent to which regions exert authority. The authors propose a postfunctionalist theory which rejects the notion that form follows function, and argue that whilst functional pressures are enduring, one must engage human passions regarding self-rule to explain variation in the structures of rule over time and around the world. Book excerpt: The recent escalation of world food prices – particularly for cereals - prompted mass public indignation and demonstrations in many countries, from the price of tortilla flour in Mexico to that of rice in the Philippines and pasta in Italy. The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. In consequence, traditional patterns of strategic influence and cooperation are shifting in Southeast Asia. This paper 'unpacks' four patterns of strategic influence in the region, assessing the interactions between them and what they mean for Australian strategic interests. Those patterns increasingly overlay in new and complex ways, ways that might undermine the stable, consultative Southeast Asia with which we have become so familiar.

The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.
