In 1848 we see this struggle intensifying. After the end of the wars of Napoleon, in 1815, that amazing Congress of Vienna was summoned, to divide up the world, in a way I suppose highwaymen would divide up loot. They carved and recombined Europe in the interest of Austria, Prussia, Russia and Great Britain; and France and French possessions were the victims. You will, perhaps, recall that when the Repub lic of Genoa had been tossed over to some king, the representatives of the republic complained to the czar, who was one of the most sentimental, beautiful souls that ever played the part of an iron-handed, bloody despot. The czar replied, Repub lies are no longer fashionable. One, hun dred and two years after that remark Rus sia said to the czar, Czars are no longer fashionable. The difference between those two fashions is the difference which meas ures the development of American ideals in the spread of democracy throughout the world. This autocratic power which, in 1815, was so firmly intrenched in Europe has gone down in a way that is hard to believe. Book excerpt: Excerpt from Papers and Proceedings of the General Meeting of the American Library Association: Held at Chicago, Ill;, July 13-11, 1893 (At Art Palace, Thursday, July 13.) The Association was called to order at 10 o'clock A.M. by the president, Melvil Dewey, who said he would make no formal report and would defer any extended remarks. The proceedings of the last conference as published in the Library journal were approved. Secretary Hill made extemporaneously his secretary's report. The Model Library prepared by the A. L. A. will probably interest more members than will any other exhibit at the fair, and the secretary will therefore confine his report to some of the details of the work of the committee having in hand the matter of installation - details which would not be brought out by the chairman of the committee. My excuse, if any be needed, is that the exhibit is of such importance that it deserves to stand out as one of the prominent features of this year's conference. The work of the A. L. A. Exhibit Committee began in September last. It was carried on very hurriedly and very well, and all the credit belongs to the chairman of the committee, who has in reality made the plan for the large committee, appointed sub-committees, and arranged the work for those committees. She has attended to all details with the Bureau of Education, which has very kindly printed the catalog for us, about which you will hear when she makes her report. Some differences have arisen from time to time, all of which have been settled by the chairman of the committee. Since the 1st of September she has written 610 official letters, besides letters to individual members of the committee and to others of the Association interested in the subject. When the committee found that there would not be enough money to carry out the plans of the committee unless outside assistance was received, it was the chairman of the committee who started the subscription paper and who raised a fund sufficient to carry on the work at a time when it seemed as though failure was to be our portion. The money which she raised has not all been spent. There is a surplus, I am glad to say - a result which, I very much fear, would not have been obtained had a man had the spending of the money. Those of you who have been here for a few days and who have seen this exhibit will understand what a large amount of headwork has been required to get it into good working order. For the last week or 10 days the chairman of the committee, in company with an assistant, Mr. Burns, of the State Library, Albany, has been at Washington reading proof constantly. They have worked day and night, and worked faithfully in getting out the catalog, a copy of which we hope to show you this week. A librarian's position is usually of a public or semi-public nature; ability for its duties is implied; and the com pensation received is for present services as a rule, rather than as a reward of merit. In order that the library shall perform all that is expected of it, not only in being to some ex tent an ever-running machine but equally in respect to its recognized higher functions, there must be the application of watchful care, constant attention, foresight, and un remitting work. The direction of all of which, and perhaps much of its actual execution, must depend upon the person placed in charge of the institution as its librarian. It is true that, having a well trained body of assistants, a library may be able to run on for a time in the prolonged absence oi, or when lacking, a chief because impetus and the effects of past direction are not lost at once, provided that no demoralization has taken place. But it is not a safe policy to allow a library, or other working institution that de pends largely upon the work of trained em ployees for its effectiveness, to so long at a time without the presence and oversight of an actual and capable head. With Sessions at Baltimore and Washington, May 16-21, 1892 The peculiar circumstances under which I assume this position will, I am sure, be sufficient to excuse the desultoriness of the few remarks which, on so short notice, I have been able to throw together for your consideration this evening. When, but a few days ago, I found that the duties of this position would devolve on me, it chanced that my mind was already occupied, to some extent, with a line of thought which I at once saw was the only one on which I could hope to be in the least prepared to speak on this occasion. In developing this line of thought, as best I could in the few days left me, under the pressure of other absorbing duties, it has presented itself to me under two phases, and I have hesitated which phase I should make most prominent by letting it give a name to my theme. Under one phase my subject would be, "The public library of the future;" this subject has peculiar fascinations for the castle-builder, and derives great interest from the marvelous development of library interests in the recent past, pointing to still greater things in the near future; but one must needs hesitate to assume the role of prophet when it is noted how rapidly the conditions, both physical and social, on which predictions must be based, are changing. Only a seer may venture to forecast the future, otherwise than by a careful study of present indications and past progress. The progress so far made and the indications at present available in this field are too full of variety, and even inconsistency, to furnish a basis for calculations as to the future, and delightful as may be the attempt to peer into that future, a sober second thought prompts me to come at my subject on the other and more practical side. Hence, I bring you as my theme, "Some library economies," and wish to be understood as using the word "economies" in its most usual and homely sense. "Library economy" is a much-abused and an ambiguous term. As a name for the craft of the librarian it is singularly infelicitous, and yet no other term is so much used - in fact none other has yet been found - to express in English the idea of the German "Bibliothekswissenschaft." "Library science" may be considered a literal rendering of this term, but it does not convey to the average mind the idea intended. He will confer an immense benefit on our fraternity who shall furnish an intelligible and satisfactory name for the science and art of "book-keeping" in its noblest sense. But whatever library economy may mean or may not mean, we can all understand library economies as signifying the practical carrying out of the third member of the triple expression serving as a motto for this Association. Lest some of you may have neglected to carry in mine so rudimentary an attachment of the Association as its motto, you will allow me to remind you that it is "The best reading, for the largest number, at the least cost."
