Book excerpt: Las metas de la Agenda 2030 de Desarrollo Sostenible relacionadas con la seguridad alimentaria y la nutrición no podrán alcanzarse mientras en algunos territorios de América Latina y el Caribe sigan viviendo poblaciones con niveles de malnutrición que, como mínimo, duplican los promedios nacionales. A menudo, las oportunidades económicas en estos lugares son limitadas, la presencia de servicios públicos es escasa y la exposición a eventos climáticos severos es elevada. Precisamente, es en estos territorios históricamente rezagados donde las políticas públicas impulsadas en la región han mostrado un menor impacto y donde es apremiante generar una nueva agenda de instrumentos públicos que atiendan a las características de las comunidades que los habitan. El desarrollo pleno y sostenible de los territorios que se están “quedando atrás” no solo es una obligación que se desprende de los derechos de las personas que los habitan. Además, liberaría el potencial social, económico, ambiental y cultural de esos territorios en beneficio de todas las sociedades y del planeta. Se espera que el Panorama 2020 ayude a visibilizar los desafíos de los territorios con peores indicadores en términos de alimentación y nutrición, y que sirva para movilizar el compromiso político y la atención pública en los lugares que sufren mayores rezagos respecto a los promedios nacionales. Al igual que en ediciones anteriores, también se proporciona información sobre las políticas y los programas que los países están desarrollando para enfrentar todas las formas de malnutrición. El año 2020 se recordará durante muchas décadas por la pandemia provocada por la COVID-19. Los indicadores de la Agenda 2030 que se utilizan en esta publicación aún no recogen los distintos impactos del nuevo coronavirus. Pero en cada uno de los capítulos y secciones que siguen se hace referencia a algunas de las posibles implicaciones de la pandemia para el futuro.

Sin embargo, esta no es la única razon, ya que las cifras de hambre en la región llevan seis años consecutivos de crecimiento.

Book excerpt: La subalimentación en América Latina y el Caribe aumentó en el último período de medición. Luego de varios años de estancamiento, en el año 2016, alrededor de 42,5 millones de personas no cuentan con la cantidad suficiente de alimentos para cubrir sus necesidades calóricas diarias, lo que significa un aumento de 2,4 millones de personas en comparación al año anterior. De no llevar a cabo acciones necesarias para la superación conjunta del hambre y la malnutrición, América Latina y el Caribe no dará cumplimiento a la meta de erradicar el hambre y la malnutrición en 2030, comprometida en los Objetivos de Desarrollo Sostenible. Si bien la desnutrición ha disminuido, el sobrepeso y la obesidad continúan siendo problemas de salud importantes para América Latina y el Caribe. La prevalencia de obesidad en adultos va en aumento y el sobrepeso en menores de 5 años afecta al 7% de los niños de América Latina y el Caribe, ubicándose por encima del 6% de los niños con sobrepeso en el mundo. Si bien América Latina y el Caribe produce alimentos suficientes para cubrir las necesidades de su población, esto no asegura una alimentación sana y nutritiva. Es necesario crear sistemas alimentarios sostenibles y sensibles a la nutrición para proporcionar alimentos variados, de buena calidad nutricional e inocuos que permitan acabar con el hambre y toda forma de malnutrición. Tanto el estancamiento del crecimiento económico de América Latina y el Caribe, como la menor velocidad de las dinámicas de reducción de la pobreza y pobreza extrema en los últimos años, han dificultado la erradicación del hambre y la malnutrición. Del mismo modo, la persistencia de la desigualdad del ingreso pone presiones en el acceso a los alimentos y, por consiguiente, en la seguridad alimentaria y nutricional. Se observan importantes diferencias en el acceso a servicios básicos en América Latina y el Caribe, tanto entre países como al interior de ellos. Las zonas rurales y la población de menores ingresos tienen un acceso significativamente menor a agua potable y saneamiento en América Latina y el Caribe.

The full and sustainable development of the territories that are falling behind is not only an obligation in terms of the realization of the rights of their inhabitants; it would also allow these territories to activate their social, economic, environmental and cultural potential, to the benefit of all societies.It is hoped that the 2020 Regional Overview will help to highlight the challenges experienced by the territories with the worst indicators in terms of food and nutrition, and that it will serve to mobilize political commitment and public attention towards those areas that are most highly laggingThe year 2020 will be remembered for many decades as the year of the COVID-19 pandemic. The indicators of the 2030 Agenda that are used in this publication do not yet show the different impacts of COVID-19. However, there are references to the possible implications of the pandemic for the future.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
