Book excerpt: After 9/11, the most acute terrorist threats came from Osama bin Laden's al-Qaeda, which had orchestrated large, complex attacks from remote caves in Afghanistan. Today, Bin Laden is dead. The core of al-Qaeda as we knew it has been largely dismantled. Al-Qaeda affiliates in Yemen, Africa, and Syria have filled the void. At the same time, new terror groups like ISIS present an immediate and different kind of threat to the United States and others, both here and abroad. While the threat of major aviation attacks still remains a top concern for American counterterrorism officials, the tactics employed by these groups have broadened. Groups like ISIS, Al-Shabaab, and al-Qaeda in the Arabian Peninsula have used social media and online propaganda to spread their call to extremists here in America and around the world to carry out their own attacks. ISIS has seemingly perfected the ability to use social media to lure Western recruits to Syria for training. The New America Foundation has identified 62 individuals across 19 states from news reports or public records who have tried to join ISIS, have joined ISIS, or Nusra, the al-Qaeda affiliated, or supported others doing so. The only profile that this group really shares is that 53 of the 62 individuals were very active on social media, downloading and sharing jihadist propaganda, and in some cases, directly communicating with members of ISIS in Syria. This is a new development in the way jihadist terrorists are recruiting in the United States. These new tactics mean that we can no longer rely solely on our ability to use military force to eliminate a terrorist threat. The United States, in partnership with our allies abroad, must start examining more closely the root causes of why Westerners join the ranks and act in the name of ISIS or al-Qaeda.

Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

But today the problem is not the crises that we do confront, which are often used by governments to legitimize themselves, but the ones that political realism stops us from recognizing as emergencies, from widespread surveillance to climate change to the systemic shocks of neoliberalism. We need a way of disrupting the existing order that can energize radical democratic action rather than reinforcing the status quo. In this provocative book, Santiago Zabala declares that in an age where the greatest emergency is the absence of emergency, only contemporary art’s capacity to alter reality can save us. Why Only Art Can Save Us advances a new aesthetics centered on the nature of the emergency that characterizes the twenty-first century. Zabala draws on Martin Heidegger’s distinction between works of art that rescue us from emergency and those that are rescuers into emergency. The former are a means of cultural politics, conservers of the status quo that conceal emergencies; the latter are disruptive events that thrust us into emergencies.
