What is the meaning of "sustainable mobility"? Is there a European common transport policy? To what extent is policy relevant for transport developments? What is the contribution of European transport research? It addresses the dynamics surrounding policy formulation and implementation, the conflicts of interest underlying these processes at the regional, national and supra-national levels, the inherent contradictions of the ecological modernization discourse as it applies to transport, and the role of the public or the citizen in determining trajectories for future developments. The book distils the results of three projects that have been completed with the support of the European Commission under the Fourth Framework Transport RTD Programme, namely the TENASSESS, CODE-TEN and POSSUM projects. The majority of the contributions derive from the TENASSESS project.

The development of the transport policy is charted through amending and founding Treaties as well as non-legislative documents. The book uses a model of sustainability as the basis for the analysis as the criteria for sustainable development were set out under Article 11 of the Treaty on the Functioning of the European Union. However, sustainable development, when taken in the context of transport is difficult to reconcile with unbridled economic growth and unchecked freedom of movement and the book identifies a contradiction at the heart of European policy, which can only become more accentuated as environmental trends become more explicit. The book argues that European regulation will eventually be forced to recognize this dichotomy, and take more forceful action to protect environmental and social development, even at the cost of economic progress.

Until recently, EU transport policy has been firmly wedded to the twin ideas of "decoupling' transport from economic growth and encouraging a 'modal shift' from road to rail, especially for freight transport. With economic growth in the doldrums and an urgent need to reinvigorate the Lisbon strategy, however, many now believe that transport policy should play a central role in the process of enhancing European competitiveness. While progress has been made towards a coherent, EU-wide road transport policy, less has been achieved for rail, air and sea in recent years. The CEPS transport group sees future transport demand set to grow more strongly than anticipated due to internal market reforms and globalisation. Habitat break-up, pollution, over-use of natural areas and the creation of artificial landscapes increase the rate of erosion, while reducing species' opportunity for migration, dispersion and exchange. In 1995, when the European Ministers of the Environment met in Sofia, they launched the Pan-European Biological and Landscape Diversity Strategy, so as to strengthen environment and biodiversity conservation policies. The setting up of the Pan-European Ecological Network covering Eurasia was one of the key steps taken under the Strategy. Work has continued on this project, and it is now based on the numerous national, regional and transregional ecological networks being set up throughout Europe.In Kiev, in 2003, the Ministers and heads of delegation noted these positive developments, expressed firm support for the creation of the Pan-European Ecological Network and asked for its constituent parts to be identified and mapped on a pan-European scale.This book looks at the implementation of this Network in the 55 states concerned. It has been written by a team comprising, under the aegis of the Council of Europe, numerous government experts and specialists dealing with the issue of ecological networks. It is intended to reassure Ministers, policy-makers and scientists that they made the right decision in supporting the creation of the Pan-European Ecological Network with a view to (re-)creating a true green infrastructure for Europe.
