By 2020, Karachi and Lahore will each have a population of well over 10 million people and several other cities will have a population of at least one million. These trends offer both risks and opportunities. Badly managed urban centers with poor services and slim opportunity for gainful employment could become centers of discontent and social conflict. Alternatively, properly managed and well-connected cities can help firms become more competitive, and with the right set of policies, promote industrialization and life-changing employment opportunities. In order to capitalize on these opportunities, Pakistan will need to take decisive steps to deepen the pool of skills, strengthen the commercial environment, upgrade infrastructure, diversify production, and climb up the technology ladder. Revitalizing Industrial Growth in Pakistan: Trade, Infrastructure, and Environmental Performance addresses ways in which Pakistan can revitalize its manufacturing by reducing the cost of doing business, improving the investment climate, and strengthening institutions to facilitate the flow of people, goods, and ideas and thus stimulate medium-term growth and job creation. Such revitalization is sorely needed to place the country on a sustained path of high economic growth.The authors lay out priorities and strategies for 'greening' Pakistan's industrial growth and provide a comprehensive analysis of issues in the debate on this strategy. They examine the ways in which Pakistan can encourage and assist its private sector to fill the void in low-skilled labor-intensive manufacturing left by other economies--and do so while creating and distributing new wealth. Book excerpt: Although observers of the Pakistani economy are well aware that a small number of family groups, popularly called "the twenty-two families," dominates the industrial structure of the country, the actual effects of this concentration of economic power on income distribution and on other areas of widespread social and political concern arc less well understood. In this important work, Lawrence J. White uses the concepts of industrial organization analysis to achieve an overall view of the problems stemming from the marked industrial concentration in Pakistan. After discussing the economic effects of industrial concentration as they apply generally to less developed countries, Professor White reviews the Pakistani experience, estimating the overall concentration of power that exists in manufacturing, banking, and insurance. Following an estimate of the extent of concentration in individual markets, he examines the origins of this concentration of power and analyzes its economic and noneconomic effects in Pakistan. The data is taken from 1975 to 2010. It takes the hypothesis that industrial development will decrease poverty through increased employment and rise in the per capita income. All the variables used in the model are stationary at 1st difference. I have employed ARDL approach to Co-integration to find relationship between industrial development and poverty reduction. The approach and findings of the study are compared with that of regional and East Asian countries, which have developed through industrialization. The t-values for LINDG is highest among the independent variables, which means growth in industry can reduce the poverty to greater extent. The population growth of Pakistan is quite high, by increasing the literacy rate; we can make the labor skilled, increasing human capital, that will lead to more jobs and earning opportunities, reducing poverty.

Industrialization has the potential to drive Pakistans economic growth and contribute significantly to meeting both economic and human development goals in Pakistan. Expansions of industrialization activities, whether in highly developed or developing countries, can be stimuli for intense debate about such projects benefits and costs to the region in which they are to be located, to the national economyand to human health and the environment. Pakistans 2011 Framework for Economic Growth recognizes that, to accelerate industrialization, Pakistan must reduce the cost of doing business and create an incentive structure designed to achieve a competitive, dynamic, and export-driven industrial sector capable of providing employment to the growing labor force. Competing in global markets requires a socially and environmentally sustainable industrialization strategy. The four main inputs for sustainable industrial growth in Pakistan discussed in this book are 1) Macroeconomic stability and sectoral policies to support industrial competitiveness by allowing long-term planning, including investments in infrastructure and cleaner production. 2) Upgraded trade facilitation and infrastructure (particularly transport and energy) to address some of industrializations spatial aspects. Improved transport infrastructure will lower productions environmental costs. 3) Greening of Pakistans industrial sector to enhance international competitivenessgreening will make Pakistan a more attractive export partner for nations and firms committed to green production. 4) Strong institutionsfor example, environmental management agencies to control pollution, and cleaner production centers to increase domestic awareness of international environmental standardsto implement industrialization initiatives effectively, including those for small and medium-sized enterprises. This book provides a comprehensive analysis of issues relating to the debate about Pakistans green industrial growth and lays out priorities and strategies for greening Pakistans industrial growth.
