It describes current trends in integration and answers key questions on trade and on commodity-reliant economies. The book examines two questions in particular detail: Will trade liberalization work? The report argues that countries that embark on trade liberalization in the current environment are likely to be rewarded and recognizes that genuine adjustment costs exist and that complementary reforms are important. How can commodity-reliant countries enhance productivity and diversify exports? Although many of these countries have been among the high growth, fast integrators, many others have been poor performers. Successful exporters are characterized by high productivity in existing commodity sectors, the capacity to diversify to non-traditional commodity exports, and the maintenance of economic stability. Book excerpt: Although it is commonly asserted that enhanced citizen participation results in better environmental policy and improved enforcement of environmental standards, this hypothesis has rarely been subject to testing on a comparative basis. The contributors to this book set out to study the extent to which citizens can and do exert influence over their urban environments through the legal (and extra-legal) 'gateways' in eleven countries spanning several continents as well as different climates, levels and type of economic development, and national legal and constitutional systems, as well as exhibiting a different set of environmental problems. One interviewee questioned about access to environmental justice, dryly remarked that in his city there was no environment, no justice and no access to either. Yet this view, as will be seen, requires to be nuanced. While few people will be surprised by the finding that legal gateways to environmental justice are largely ineffective, the reasons for this are revealing; but also the richness of detail and the comparisons between the different countries, and also the positive aspects which surfaced in several instances, were indeed both encouraging and sometimes surprising. This book presents the first comparative survey of access to environmental justice, and will be of considerable use to lawyers, policy-makers, activists and scholars who are concerned with the environmental issues which so profoundly affect and afflict our habitat and conditions of social justice throughout the world.

Plant growth inhibition results from a combination of factors, including aluminum, manganese, and hydrogen ion toxicities and deficiencies of essential elements, particularly calcium, magnesium, phosphorus, and molybdenum. Agricultural management practices and acid precipitation have increased acid inputs into the ecosystem and heightened concern about soil acidity problems. While application of lime has proved to be effective in ameliorating surface soil acidity in many areas, significant soil acidity problems still exist. Scientists from Alberta, Canada, recognized the need to provide a forum for researchers from different disciplines to exchange information and ideas on solving problems of plant growth in acid soils. As a result of their efforts, the First International Symposium on Plant-Soil Interactions at Low pH was held at Grande Prairie, Alberta, Canada, in July 1987. In many acid soil areas, liming materials are not readily available, the cost may be prohibitive, or subsoil acidity cannot be corrected by surface application of lime. New management approaches involving both the plant and the soil are needed in these situations. Progress has been made in the selection and breeding of acid-tolerant plants. However, continued progress will be limited by our lack of understanding of the physiological and biochemical basis of differential acidity tolerance among plants.
