The 2019 growth forecast for the Pacific subregion has been raised from 3.5% to 4.2%, driven mainly by higher liquefied natural gas production in Papua New Guinea and increased construction expenditure in Samoa and Solomon Islands, as well as lower-than-projected economic decline in Nauru. However, project delays in Papua New Guinea, tepid growth in some economies, and slower recovery in others will likely moderate subregional growth to 2.6% in 2020. Highlights Trade conflict continues to weigh down on the global economy. Prospects for global growth continue to weaken as the ongoing trade conflict slows growth in major economies, including the People's Republic of China. The weak external environment translates into a softer 2019-2020 outlook for the Pacific through subdued exports, including from Fiji. Focusing on the development needs of small island developing states. The complex interplay among geographic and physical challenges faced by small island developing states manifests in elevated cost structures and heightened economic vulnerability that severely constrain development prospects. Compounded by fragility from thin institutional capacities for effective governance and elevated climate change risks--a clear "threat multiplier"--these challenges call for a differentiated approach to long-term development strategies among small island developing states.

The Pacific is among those parts of the world most vulnerable to weather-related disasters. To illustrate, 5 of the top 15 countries with the highest risk, and 10 of the top 30 facing the largest potential economic losses from disasters, are in the subregion. With climate change bringing additional risks from global sea level rise---and potentially heightening vulnerability to more intense, frequent, and prolonged extreme weather events---Pacific economies are stepping up adaptation efforts to brace for future adverse impacts. These include climate-proofing vital infrastructure assets, strengthening disaster risk management, and expanding social safety nets to build resilience to disasters. Further, a number of Pacific economies are promoting green urban development to move toward more sustainable green cities. Careful monitoring and planning will also be required to manage important income flows, including fishing license fees and tourism-related revenues, amid climate-related volatilities and to maintain adequate fiscal buffers for disaster response.

Over the next 3 years, growth is expected to ease modestly. China will continue its gradual shift to a more sustainable growth path. Some economies will be affected by low commodity prices and weaker external demand. This outlook is subject to elevated risks. Countries should prioritize monetary and fiscal policies that reduce their exposure to risks and strengthen market confidence. In China, there is a need to reduce leverage. In several countries, action is required to enhance transparency, strengthen accountability, and redefine the role of the state. Efforts to reduce barriers to trade should be redoubled, with a particular focus on non-tariff measures and regulatory barriers, including to trade in services. The region must increase its readiness to benefit from the digital revolution, and in particular develop the essential “analog complements†? to digital technologies.

Manufacturing and trade are picking up, confidence is improving, international financing conditions remain benign, and commodity prices are stabilizing. Growth in emerging market and developing economies (EMDEs) is set to recover, as obstacles to growth in commodity exporters diminish, while activity in commodity importers remains robust. Risks to the global outlook remain tilted to the downside. These include increased trade protectionism, elevated economic policy uncertainty, the possibility of financial market disruptions, and, over the longer term, weaker potential growth. A policy priority for EMDEs is to rebuild monetary and fiscal space that could be drawn on were such risks to materialize. Over the longer term, structural policies that support investment and trade are critical to boost EMDE productivity and potential growth. In addition to discussing global and regional economic developments and prospects, this edition of Global Economic Prospects includes two Special Focus essays of critical importance for emerging and developing economies: an analysis of fiscal positions in EMDEs and a deeper look at the type of firms most affected by post-crisis trade weakness. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing countries, on a semiannual basis (in January and June).
