Book excerpt: East Asian countries are now pursuing greater formal economic institutionalization, weaving a web of bilateral and minilateral preferential trade agreements. Scholarly analysis of “formal” East Asian regionalism focuses on international political and economic factors such as the end of the Cold War, the Asian financial crisis, or the rising Sino-Japanese rivalry. Yet this work pays inadequate attention to the strategies of individual government agencies, business groups, labor unions, and NGOs across the region. Moreover, most studies also fail to adequately characterize different types of trade arrangements, often lumping together bilateral accords with minilateral ones, and transregional agreements with those within the region. To fully understand this cross-national variance, this book argues that researchers must give greater attention to the domestic politics within East Asian countries and the U.S., involving the interplay of these subnational players. With contributions from leading country and regional trade specialists, this book examines East Asian and American trade strategies through the lens of a domestic bargaining game approach with a focus on the interplay of interests, ideas, and domestic institutions within the context of broader international shifts. With respect to domestic politics, the chapters show how subnational actors engage in lobbying, both of their own governments and through their links to others in the region. They also trace the evolution of interests and ideas over time, helping us to generate a better understanding of historical trends in the region. In addition to scholars of East Asian and comparative regionalism, this book will be of interest to policy-makers concerned with international trade and U.S.-Asia relations, and those interested in understanding the rich trade institutional landscape that we see emerging in the Asia-Pacific.

With the exception of China and Japan, most Asian nations are relatively new to this art form. Over the last decade, countries such as Taiwan, South Korea, the Philippines, and Thailand, as well as China, have acted as major offshore production plants for North American and European studios. One of the spurs for this increase in activity has been the global growth of terrestrial, cable, satellite, and video systems, all demanding large menus of programming, including animation. A second spur has been the exceptional popularity that Japanese animé has enjoyed across Asia, Europe, and the United States. Despite these developments, there has not been corresponding growth of a serious literature covering industrial and aesthetic issues about Asian animation, and the small amount of work that has been produced has not been published in English. Its nine chapters, diverse in theme and method, are united in their goal to recover a measured historicity about the conflict by either introducing new areas of knowledge or reinterpreting existing ones. Collectively, they cast doubt on the war as familiar and recognizable, compelling readers to view it with fresh eyes. Following an introduction that problematizes timeworn narratives about a “unified Japan” and its “illegal war” or “race war,” early chapters on the destruction of Japan’s diplomatic records and government interest in an egalitarian health care policy before, during, and after the war oblige us to question selective histories and moral judgments about wartime Japan. The discussion then turns to artistic/cultural production and self-determination, specifically to Osaka rakugo performers who used comedy to contend with state oppression and to the role of women in creating care packages for soldiers abroad. Other chapters cast doubt on well-trod stereotypes (Japan’s lack of pragmatism in its diplomatic relations with neutral nations and its irrational and fatalistic military leadership) and examine resistance to the war by a prominent Japanese Christian intellectual. The volume concludes with two nuanced responses to race in wartime Japan, one maintaining the importance of racial categories while recognizing the “performance of Japaneseness,” the other observing that communities often reflected official government policies through nationality rather than race. Contrasting findings like these underscore the need to ask new questions and fill old gaps in our understanding of a historical event that, after more than seventy years, remains as provocative and divisive as ever. Book excerpt: "While global trade negotiations remain stalled, two tracks of trade negotiations in the Asia-Pacific--the proposed Trans-Pacific Partnership (TPP) agreement and a parallel Asian track--could generate momentum for renewed liberalization and provide pathways to region-wide free trade. We estimate that world income would rise by $295 billion per year on the TPP track, by $766 billion if both tracks are successful, and by $1.9 trillion if the tracks ultimately combine to yield region-wide free trade. The tracks are competitive initially but their strategic implications appear to be constructive: they generate incentives for enlargement and mutual progress and, over time, for region-wide consolidation. The "21st century" template of the TPP would be especially productive because it is likely to offer opportunities for the leading sectors of both emerging-market and advanced economies. An ambitious TPP template would generate greater gains from integration than less demanding alternatives, but it will be harder to sell to China and other key regional partners as the TPP evolves toward wider agreements. The crucial importance of Asia-Pacific integration argues for an early conclusion of the TPP negotiations, but without jeopardizing the prospects for region-wide or even global agreements based on it in the future"--Provided by publisher.

Governance, Regulation, and Privatization in the Asia-Pacific Region is the first thoroughgoing account of the relative success of the different approaches to privatization as undertaken in Korea, China, Australia, and Japan. In most contexts, privatization is expected to yield greater efficiency and cost effectiveness while avoiding the corruption and bloated budgets of government regulation or monopoly control. But broad-scale privatization, if ill designed, has also yielded its share of difficulties in East Asia. Privatization sometimes has created a vacuum in corporate governance for some of the region's most important industries and in some cases merely reinstated the monopoly-like configurations. The papers presented in this book discuss the experiences of privatization in several industries, including railroad and telecom, corporate governance problems, accounting issues, and challenges for the future in East Asian countries. The first section is theoretical in nature and proposes boundaries among government protection, market freedom, and shareholder expectations. The second part is constituted by country case studies, beginning with an analysis of both the Korean financial crisis that followed its 1997 law to privatize large, public sector corporations and the new ways Korean corporations finance themselves. Following is an evaluation of China's approach to privatization, with an in-depth look at the financial transitions of companies slated for initial public offering. Engaging the mainstream theoretical debates in international relations, the author introduces a new theoretical framework—institutional realism—to explain the institutionalization of world politics in the Asia-Pacific after the cold war. Institutional realism suggests that deepening economic interdependence creates a condition under which states are more likely to conduct a new balancing strategy—institutional balancing, i.e., countering pressures or threats through initiating, utilizing, and dominating multilateral institutions—to pursue security under anarchy. To test the validity of institutional realism, Kai He examines the foreign policies of the U.S., Japan, the ASEAN states, and China toward four major multilateral institutions, Asia-Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF), ASEAN Plus Three (APT), and East Asian Summit (EAS). Challenging the popular pessimistic view regarding China’s rise, the book concludes that economic interdependence and structural constraints may well soften the "dragon’s teeth." China’s rise does not mean a dark future for the region. Book excerpt: Southeast Asia contains four urban conglomerates of the sort that this study characterizes as Mega-Urban Regions â " Jakarta, Manila, Bangkok and Ho Chi Minh. These locations are examined in this book, along with Taipei and Shanghai. Because the administrative boundaries of the cities at the core of these zones do not include the entire urban area, the significance of the broader urban community has largely escaped scholarly attention. The authors base their analysis on actual agglomeration size rather than administrative boundaries, and draw on unpublished census data to study the dynamics of these massive urban zones, considering area and population size as well as social and demographic patterns of change in core, inner and outer zones. They conclude that these mega-urban regions continue to increase their share of national populations, and zones immediately beyond the official metropolitan boundaries are where the most dramatic changes are occurring.
