Book excerpt: Plus de cinquante ans après leur indépendance, la majorité des pays de la région Afrique du Nord et Moyen-Orient (MENA) demeurent tributaire des revenus générés par l'exportation des hydrocarbures. Ces pays peinent à développer leurs économies malgré les grands potentiels (humains et naturels) dont ils disposent. L'indice de développement humain dans beaucoup de pays pétroliers de la région est plus inférieur que dans certains pays de l'Afrique subsaharienne ou de l'Amérique latine. Les gouvernements de ces pays sont confrontés aujourd'hui, plus que jamais, aux problèmes de chômage, de la corruption, de l'économie informelle, etc. L'épuisement certain, dans les quelques années à venir, du pétrole, ainsi que la chute des prix depuis mi 2014, sont les raisons essentielles qui devraient pousser les gouvernements de ces pays à préparer l'après pétrole, à travers la promotion des investissements nationaux et étrangers, le développement des autres secteurs d'activité, hors hydrocarbures, comme l'agriculture, l'industrie et le tourisme. Les mutations que connaît la région MENA, depuis les soulèvements populaires de 2011, ainsi que l'avancée de l'État Islamique, freinent considérablement les réformes économiques entamées dans nombreux pays tels que la Libye, l'Irak (depuis son invasion en 2003) et le Yémen. Les rivalités entre les autres puissances comme l'Iran et l'Arabie Saoudite, ainsi que l'Arabie Saoudite et l'Algérie n'arrangent pas non plus la coopération intra régionale, d'où la nécessité pour les pays arabes de s'allier et de coopérer, en matière économique comme politique, afin de développer l'économie de l'ensemble des pays de la région.

La richesse en ressources constitue en effet un facteur clé dans la majeure partie des économies subsahariennes, dont le sol recèle un important potentiel inexploité. Les gisements souterrains de métaux, minerais, pétrole et gaz représentent des sources prépondérantes de recettes publiques et de revenus d’exportation, tout en offrant des possibilités de développement dans la plupart des pays du continent. En dépit de réserves conséquentes, la conversion de la richesse du sous-sol en prospérité durable n’a pas été pas couronnée de succès. Depuis la baisse du prix des matières premières constaté en 2014, la croissance des pays d’Afrique riches en ressources est plus lente que le taux de croissance moyen observé dans la région. Il est donc vital pour son avenir économique que le continent africain puisse tirer profit de ses richesses en ressources naturelles et ainsi favoriser sa transformation économique. Alors que le monde s’éloigne des combustibles fossiles conformément aux engagements pris dans le cadre de l’Accord de Paris, les pays africains riches en ressources voient surgir de nouveaux risques et de nouvelles opportunités. Des estimations récentes suggèrent que 80 % des réserves de combustibles fossiles attestées dans le monde doivent rester enfouies pour atteindre les objectifs de Paris; or, une grande partie de ces réserves «échouées» se situent en Afrique. Pour les nombreuses économies africaines qui dépendent de l’extraction et de l’exportation du pétrole, cette problématique des actifs «échoués», et par là -même, de «nations échouées», a des implications considérables. Mais cette transition énergétique va également avoir pour effet d’augmenter la demande en intrants de matières premières indispensables aux technologies des énergies vertes. La transition entre combustibles fossiles et énergies vertes devrait ainsi générer une demande de 3milliards de tonnes de minerais et de métaux nécessaires au déploiement des technologies à énergie solaire, éolienne et géothermique. Une question se pose alors: comment les économies africaines peuvent-elles pleinement saisir ces opportunités tout en gérant les risques inhérents aux combustibles fossiles, dans un contexte où leur demande est vouée à décroître? Les ressources naturelles, un enjeu clé pour l’avenir de l’Afrique aborde ces thèmes et offre aux décideurs politiques des pistes pour gérer les écueils de l’incertitude au cours des années à venir.

Book excerpt: The symposium "Prehistoric Iberia: genetics, anthropology and linguistics" was held in the Circulo de Bellas Artes, Madrid on 16th -17th November 1998. The idea was bringing together specialists who could address not clearly resolved historic and prehistoric issues regarding ancient Iberian and Mediterranean populations, following a multidisciplinary approach. This was necessary in the light of the new bulk of genetic, archeological and linguistic data obtained with the new DNA technology and the recent discoverings in the other fields. Genes may now be easily studied in populations, particularly HLA genes and markers of the mitochondrial DNA and the Y chromosome. Basques, Iberians, North Africans, Berbers (Imazighen) and Mediterraneans have presently been widely studied. The genetic emerging picture is that Mediterraneans are closely related from West (Basque, Iberians, Berbers) to East (Jews, Lebanese, Cretans); however, Greeks are outliers in all the analyses done by using HLA genes. Anthropologists and archeologists showed how there was no people substitution during the revolutionary Mesolithic-Neolithic transition; in addition, cultural relationships were found between Iberia and predinastic Egypt (EI Badari culture). Basque language translation into Spanish has been the key for relating most Mediterranean extinct languages. The Usko-Mediterranean languages were once spoken in a wide African and European area, which also included parts of Asia. This was the "old language" that was slowly substituted by Eurasian languages starting approximately after the Bronze Age (or 2,000 years BC).

In addition to their nutritional values, they represent also a part of the cultural heritage of the people. Prospects for a sustainable dairy sector in the Mediterranean, preconditions for its development and the future consumers' demand were some of the issues covered by the papers presented at the EAAP - CIHEAM - FAO Mediterranean symposium. It was organised by the Tunisian Office for Livestock and Pastures and the National Agronomic Research Institute and sustained by the Government of Tunisia, FAO, ICAR and CIRVAL. Over 280 participants from 25 countries participated. The symposium identified a variety of technically viable and scientifically sound policy options and defined the main fields requiring further scientific research and the development of new sustainable technologies. The available technologies to address intensive, semi intensive and extensive production systems and the existing institutional framework (research, education, extension systems, organisation of the sector), although requiring continuous adjustments and improvements, have proved to be in a position to meet a variety of demands and challenges. In this respect, the Symposium called for an increase in research for the semi-intensive farming systems in the South and emerging issues resulting from changes in agricultural policies in the North. It emphasised the importance of producers1 associations as representatives of the interests of the sector and partners in the overall dialogue on policy matters and in the identification of research needs. The Symposium confirmed the wish and capacity of the dairy sector in the Region to contribute to the sustainable rural development, to the creation of new employment opportunities and to the reasonable and harmonious management of the natural resources.
