Book excerpt: Since the end of the Pacific War, Japan has, broadly speaking, pursued two economic policies: a "democratization" policy laid down by the Allied Powers, and subsequently a "de-democratization" policy formulated and vigorously pursued by the independent government. Yamamura here addresses himself to two central questions: What were the objectives and results of each policy? And why and how did the earlier one give way to the later? Yamamura never loses sight of his main theme--the transformation of the economic "democratization" policy of the Occupation period into the growth policy pursued by the Japanese government thereafter. He is concerned not so much to provide a comprehensive study of Japanese economic policy as to examine selected facets of it--for example, taxation policies, anti- and pro-monopoly legislation, the position of the Zaibatsu, and the social costs of economic concentration. He deals with topics that are hotly debated in Japan and elsewhere, but his tone is never polemical, and his judgments are cool and scholarly. The United States is representative of Western advanced industrial nations that have been faced with marked strain in their political institutions. These nation-states have been experiencing a decline in popular confidence and distrust of the political process, an absence of decisive legislative majorities, and an increased inability to govern effectively, that is, to balance and to contain competing interest group demands and resolve political conflicts.Janowitz uses the sociological idea of social control to explore the sources of these political dilemmas. Social control does not imply coercion or the repression of the individual by societal institutions. Social control is, rather, the face of coercive control. It refers to the capacity of a social group, including a whole society, to regulate itself. Self-regulation implies a set of higher moral principles beyond those of self-interest.Since the end of World War II, the expanded scope of empirical research has profoundly transformed the sociological discipline. The repeated efforts to achieve a theoretical reformulation have left a positive residue, but there have been no new conceptual breakthroughs that are compelling. By 1945, a statutory scheme of regulation had been introduced. This book serves to: Track the steps by which this outcome came about, Explain why the Exchange felt obliged in the process to abandon long-cherished policies, Analyse the forces which led to it, and Account for the form in which it was implemented. Throughout the period, the attitudes of both the Stock Exchange and Government were affected by widening interest in share ownership, the increasing tendency for business interests to look to the Exchange for long-term finance, and the increasing challenge of financing the Government’s expenditure. At a disaggregated level, the market was able to respond to changing circumstances taking advantages of opportunities and weaknesses. At an aggregated level, the Exchange was not able to foresee the implications of change or to forestall unfortunate consequences. This exposed the weakness of the criminal justice system and its failure to serve as a deterrent for abuse. This study, the only book to take full account of the documents held by the National Archives in relation to the Bodkin Committee, examines the stages by which share trading in the United Kingdom came to be a statutorily regulated activity and by which the London Stock Exchange moved from being antagonistic towards public regulation in 1914 to lobbying in 1944 for the new scheme to be implemented.
