Book excerpt: Pursuant to a congressional request, GAO reviewed selected aspects of the Department of Defense's (DOD) requirements for peacetime and war reserve stocks of spare parts and provided an overview of the status of the defense industrial base and DOD industrial preparedness planning. GAO found that, although a number of studies have expressed concerns about the adequacy of the defense industrial base and its capacity to surge production rates to meet short-term situations, DOD has recently taken actions to revitalize the responsiveness of the defense industrial base and improve industrial preparedness planning. Part of this action requires the military services to annually submit production base analyses (PBA) that show the status of the industrial base and the proposed measures and costs to enhance the industrial base. DOD has encouraged the services to use the contract production surge concept that can substantially reduce: (1) production lead time for critical items in emergency situations; (2) the risk of obsolete parts; and (3) the storage space requirements. Finally, GAO found that the services were losing opportunities to use wartime production capabilities to offset war reserve requirements.

Book excerpt: Analyzes the capability of the lower tiers (the subcontractors and suppliers) of the industrial base to surge production of defense-related output in time of crisis. Industrial Preparedness Planning (IPP) currently used by the Department of Defense (DOD) to measure and plan industrial capability is ineffective. A more productive approach would involve (1) surge demand analysis, (2) lower tier industrial activity overview, and (3) collection and analysis of data on potentially critical industries. This overview indicates that the lower tiers could significantly increase production of defense-related output in a year. Nonferrous forgings, semiconductors, and optical instruments were investigated using a data-gathering instrument that DOD could adopt as the third step in this new approach. In these industries current defense producers could double their defense-related output in a year's time and noncurrent defense producers could undertake some defense production within six months. The most critical determinants of the feasibility of surge are the availability of labor and capital, particularly skilled labor.

Book excerpt: The Industrial Preparedness Planning Program of the Department of Defense (DOD) was developed to ensure that sufficient industrial capacity exists to meet potential wartime needs for defense systems, equipment, and component parts. Many organizations, including GAO, have found the program to be ineffective. DOD has reevaluated the program, but no significant improvement has resulted to date. DOD guidance has emphasized programs designed to enhance initial combat capability. Because the program does not significantly contribute to initial combat capability, a low priority has been given to the program. Failure to plan adequately with industry may mean that the ability of the United States to engage in prolonged combat would be jeopardized because no other program exists to bridge the gap between initial combat capability and a lengthy involvement. Two essential elements of the DOD program, item selection and requirements determination, are handled differently by each service and are often not handled well. Industry's participation in the DOD planning program has been voluntary and unfunded for many years. Planning information received from industry sources is incomplete and unreliable. Many industry sources do not identify production enhancement measures as part of their planning because they are not reimbursed for the costs of developing this information. In some cases, planners have discouraged contractors from identifying enhancement measures because of personnel constraints and lack of funds. Lack of management attention to the program may be resulting in lost opportunities to reduce war reserve stockage requirements.
