Available in PDF, EPUB and Kindle. Book excerpt: GAO discussed the Department of Transportation's (DOT) recent report on the potential anticompetitive effects of airline-owned computerized reservation systems. GAO found that: (1) airline deregulation increased the importance of such systems by making it easier for travel agents to find the service best suited to passenger needs; (2) the market share of each system varied from city to city, depending on the location of vendor-airline hubs; (3) vendors received booking fees from airlines for each flight segment and subscription fees from travel agents, while travel agents charged the airlines a commission for each flight booked; (4) vendor airlines could sell more tickets and earn substantial incremental revenues; and (5) most vendors adopted minimum-use and liquidated-damage clauses in their system contracts due to federal regulatory provisions that limited contract terms and barred vendors from prohibiting use of another vendor's system. GAO also found that: (1) airlines continued to generate substantial incremental revenues even after implementation of the federal rules; (2) while the booking fees of the major systems were double their costs, travel agent subscriptions totaled 66 to 85 percent of system costs; (3) booking fees which exceed costs, and incremental revenues cause revenue transfers which give the vendor airlines an artificial competitive advantage, limit competition, and contribute to high profit rates; and (4) some contract provisions discourage travel agents from switching vendors, reduce competition, and perpetuate revenue transfers. GAO believes that DOT needs to: (1) ensure that the anticompetitive effects of airline system ownership do not nullify airline deregulation benefits; and (2) review airline divestiture of systems, establishment of an industry-wide consortium to operate a common system, restrictions on booking fees, and changes in vendor contracts as remedies for the anticompetitive features of the system industry.

Book Airline Deregulation and Laissez Faire Mythology

Download or read book Airline Deregulation and Laissez Faire Mythology written by Paul S. Dempsey and published by Bloomsbury Publishing USA. This book was released on 1992-09-08 with total page 392 pages. Available in PDF, EPUB and Kindle. Book excerpt: Airline deregulation is a failure, conclude Professors Dempsey and Goetz. They assault the conventional wisdom in this provocative book, finding that the Airline Deregulation Act of 1978, championed by a profound political movement which also advocated the deregulation of the bus, trucking, rail, and pipeline industries, failed to achieve the promises of its proponents. Only now is the full impact of deregulation being felt. Airline deregulation has resulted in unprecedented industry concentration, miserable service, a deterioration in labor-management relations, a narrower margin of safety, and higher prices for the consumer. This comprehensive book begins by exploring the strategy, tactics, and egos of the major airline robber barons, including Frank Lorenzo and Carl Icahn. In separate chapters, the strengths, weaknesses, and corporate cultures of each of the major airlines are evaluated. Part Two assesses the political, economic, and social justifications for New Deal regulation of aviation, and its deregulation in the late 1970s. Part Three then addresses the major consequences of deregulation in chapters on concentration, pricing, service, and safety, and Part Four advances a legislative agenda for solving the problems that have emerged. Professors Dempsey and Goetz advocate a middle course of responsible government supervision between the dead hand of regulation of the 1930s and the contemporary evil of market Darwinism. The book will be of particular interest to airline and airport industry executives, government officials, and students and scholars in public policy, economics, business, political science, and transportation.

Book The Principles and Practice of International Aviation Law

Download or read book The Principles and Practice of International Aviation Law written by Brian F. Havel and published by Cambridge University Press. This book was released on 2014-03-31 with total page 463 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Principles and Practice of International Aviation Law provides an introduction to, and demystification of, the private and public dimensions of international aviation law. Unlike other global sectors, the air transport industry is not governed by a discrete area of the law, but by disparate transnational regulatory instruments. Everything from the routes that an international air carrier can serve to the acquisition of its fleet and its liability to passengers and shippers for incidents arising from its operations can be the object of bilateral and multilateral treaties that represent diverse and often contradictory interests. Beneath this are hundreds of domestic regulatory regimes that also apply national and international rules in disparate ways. The result is an agglomeration of legal cultures that can leave even experienced lawyers and academics perplexed. By combining classical doctrinal analysis with insights from newer disciplines such as international relations and economics, the book maps international aviation law's complex terrain for new and veteran observers alike.
