The nation's aviation system is arguably the safest in the world, but close calls involving aircraft or other vehicles at or near airports are common, occurring almost daily. The Federal Aviation Administration (FAA) provides oversight of the terminal area and has taken action to improve safety, but has been called upon by the National Transportation Safety Board (NTSB) and others to take additional steps to improve its oversight.As requested, this report addresses (1) recent actions FAA has taken to improve safety in the terminal area, (2) recent trends in terminal area safety and factors contributing to those trends, and (3) any additional actions FAA could take to improve safety in the terminal area. To address these issues, GAO analyzed data from FAA data; reviewed reports and FAA documents; and interviewed federal and industry officials. "

Book excerpt: A primary mission of the Federal Aviation Administration (FAA) is the assurance of safety in civil aviation, both private and commercial. To accomplish this mission, the FAA has promulgated a large number of regulations and has established a major division, the Office of Aviation Safety, to enforce and maintain the regulations and effectively promote safety in aviation. Within the office there are several subordinate organizations. Staffing Standards for Aviation Safety Inspectors is concerned with two of them: the Flight Standards Service (called AFS), charged with overseeing aviation operations and maintenance, as well as other programs, and the Aircraft Certification Service (AIR), charged with ensuring the safety of aircraft through regulation and oversight of their design and manufacture. The objective of the study is to determine the strengths and weaknesses of the methods and models that the FAA now uses in developing staffing standards and projections of staffing needs for ASIs and to advise the FAA on potential improvements. Staffing Standards for Aviation Safety Inspectors is organized in an Executive Summary and five chapters. This first chapter provides the background of the study and explains the committee's approach to its task. Chapter 2 discusses modeling and its applicability to the development of staffing standards for such organizations as the Flight Standards Service and the Aircraft Certification Service. Chapter 3 traces the recent history of staffing standards in these organizations and considers manpower and staffing models and methods used by other organizations. Chapter 4 examines factors to be considered in the development of ASI staffing standards and the challenges faced by any methodology applied to this task. Chapter 5 presents the committee's findings and recommendations, including a discussion of issues and constraints that must be considered in weighing the implementation of alternative approaches.

GAO was asked to review SMS implementation in the aviation industry. This report addresses (1) the status of SMS implementation at FAA and in the aviation industry; (2) key challenges that FAA and industry face in implementing SMS; and (3) actions aviation stakeholders believe FAA could take to improve SMS implementation. GAO reviewed FAA documents and interviewed FAA officials. GAO also interviewed representatives from 20 selected aviation stakeholders, including commercial air carriers, certificated airports, repair stations, and design and manufacturing firms. Because the stakeholders were non-statistically selected based on their size, SMS implementation, and the industry segment represented, their views cannot be generalized to the industry or any industry segment. GAO recommends that FAA develop a plan for overseeing industry SMS implementation that includes providing guidance and training for FAA inspectors by the time final rules are published. GAO provided DOT with a draft of this report for comment. DOT provided technical corrections which were incorporated as appropriate."--Highlights.
