Toward this end, we believe that the Park Service needs to work closely with the Congress and other Federal land management agencies to develop a coordinated interagency strategy to link Park Service reforms to reforms being proposed by the other agencies. Finally, we believe that the Park Service's restructuring plan must ultimately incorporate the results of a thorough sorting out of the functions and programs that are essential and are not essen tial to its mission.
