Book excerpt: Overseas military bases have been the bedrock of the United States’ ability to project military power, exert political influence and deter potential adversaries since the Second World War. But fatigue with America’s ‘forever wars’, as well as more nuanced financial and strategic reasons, has inclined the public and policy community to favour reducing US global military activities and overseas presence. In this Adelphi book, Jonathan Stevenson argues that this desire does not necessarily translate into sound strategy. Overseas bases are a key element of the reassurance required to resurrect and bolster America’s reputation among its allies and adversaries. Meanwhile, strategic imperatives and geopolitical realities impose restraints in every theatre. The fluidity prevailing in the Middle East and Indo-Pacific counsels maintaining forward-deployed forces there at roughly the current level. Russia’s confrontational posture towards NATO and invasion of Ukraine, as well as NATO’s short- and medium-term reliance on US capabilities, require the American presence in Europe to increase and expand eastward. The US should not commit itself to a foreign policy that is heavy on forward-deployed military power and light on diplomacy. But paradoxically, reducing forward military presence may not be consistent with a policy that is less focused on military power as a means of achieving stability and security.

Over the last fifteen years the Department of Defense has been moving from a few large-footprint bases to smaller and much more numerous bases across the globe. This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries. In Base Politics, Alexander Cooley examines how domestic politics in different host countries, especially in periods of democratic transition, affect the status of U.S. bases and the degree to which the U.S. military has become a part of their local and national landscapes. Drawing on exhaustive field research in different host nations across East Asia and Southern Europe, as well as the new postcommunist base hosts in the Black Sea and Central Asia, Cooley offers an original and provocative account of how and why politicians in host countries contest or accept the presence of the U.S. military on their territory. Several states will likely attain a credible capability to threaten U.S. bases within their respective regions, despite the sophistication of U.S. missile defenses. Strategically, there are uncertainties about whether the United States can deter some of these new missile-capable actors. Deterrence problems will create new risks to U.S. deployed forces: If deterrence fails, U. S. troops will be at a higher level of exposure. Alternately, missiles will grant states some leverage to dissuade the United States from actually using overseas forces, as well as a means to coerce host states into denying access to the United States. Though several factors will mitigate these concerns, the question remains: How reliable will alliance-derived "tripwires" and other deployments be in the overall U.S. strategy of engagement? Alterations in force structure, tailored to these threats, will likely be needed.
