Moving from the theory of design to the practice of implementation, the reflections and case studies in this volume reveal strengths and weaknesses in the way concrete strategies have been conceived and implemented, enabling reflections on the future of the concept in a more general sense. In many cases, smart specialization strategies turn out to be new variants of regional development policies, embracing the importance of a place-based approach. However, the approach’s potential to add distinctive value will stem from its capacity to turn innovation and knowledge into tools for local development by harnessing them for wider territorial development goals. By helping regions to identify and leverage untapped resources through new processes, smart specialization-based policies may help to reconcile cohesion and competitiveness objective. Consequently, new approaches appear most promising where institutional, administrative and political conditions allow the setup of genuinely new processes and where their focus is on territorial assets in a comprehensive manner rather than mere industrial renewal. At the same time, commentators have observed Europe's inability to create a suitable environment in which entrepreneurship can flourish. In the autumn of 2015, CEPS formed a Task Force of experts and stakeholders to examine key aspects of the debate on how to boost these two dimensions in Europe. Their report takes a dynamic, forward-looking view of EU policy, encompassing technological development, new business models, the expected changes in the labor market, and the evolving role of public and private players as platforms and actors of innovation.

However, in recent years, the EU's competitiveness has been increasingly threatened by R&I efforts in emerging economies. In 2010 the Commission and Member States unveiled Europe 2020 as a new strategy for growth and Horizon 2020, its flagship R&I programme. Consideration of the budget for Horizon 2020 is still underway, and the Committee urges that it be increased, or at the very least maintained at its current level. During 2012, the Committee examined a number of proposals for projects and strategies which contained a strong emphasis on R&I and identified a number of cross-cutting issues including: concerns about the effectiveness of impact assessments; a lack of information about monitoring and evaluation of projects; and the importance of stakeholder consultation and private sector participation. This report provides a more in-depth analysis of these issues and how they relate to the Commission's R&I strategy. It is agreed with the Commission that a focus on 'excellence' in R&I proposals offers the best chance of growth through R&I. To this end more work should be done to ensure consistency in this area, and realistic expectations for output of R&I projects. The bureaucracy and complexity of EU R&I programmes acts as a barrier to private sector participation, especially for Small and Medium Sized Enterprises (SMEs) without the resources to navigate complicated and inflexible funding processes. The long 'time-to-grant' period presents a further obstacle. The Government should highlight the opportunities to UK businesses, and continue strengthening their support structures for those businesses wishing to participate

Book excerpt: Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.
