The workshop was intended to facilitate frank discussion between individuals in the United States and Russia who have some responsibility for cooperative nonproliferation programs in the hope of identifying both the impediments to cooperation and potential methods of addressing them. This report summarizes the discussions at the workshop.

Book excerpt: Strengthening U.S.-Russian Cooperation on Nuclear Nonproliferation: Recommendations for Action offers the consensus findings and recommendations of a joint committee established by the U.S. National Academies and the Russian Academy of Sciences to identify methods of improving the ongoing cooperation between the two nations in this area. The report finds that the best way to realize the enormous potential of the U.S.-Russian relationship on nuclear nonproliferation is to reinvigorate the relationship between the two governments as a true partnership. It recommends that the U.S. and Russia establish a Joint High-Level Commission of government and non-government experts to assess their cooperation and devise a strategic plan for moving forward. It suggests that the Senior Interagency Group that was recently established by the two presidents be empowered to carry out this strategic plan. The report then examines three issue areas, making specific recommendations in each: law and taxation, program organization and management, and scientific and technical cooperation.

They possess the world's largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.

The collapse of the Soviet Union created new complications in a long tradition of nonproliferation cooperation between the United States and Russia, and Iran is just one example. In the 1960s, faced with a common nuclear threat of China, Washington and Moscow united to negotiate the Limited Test Ban Treaty and Nuclear Nonproliferation Treaty to prevent China and other nuclear aspirants from proliferating nuclear weapons. They shepherded their allies to the nonproliferation table and made them sign the treaties. Their efforts retarded nuclear proliferation but failed to prevent China, India, and Pakistan, from gaining nuclear weapons. Following the Cold War their cooperative relationship changed as Washington began treating Moscow as an unequal partner and their nonproliferation efforts broke down into a cooperative and uncooperative mix. This mix has reduced the effectiveness of their efforts and may accelerate proliferation. The September 11th terrorist attacks put more attention on the nuclear proliferation threat to the international community. If this threat is to be minimized, Washington and Moscow need to work together, as they did against China, to prevent new nuclear powers from emerging.

Book excerpt: Despite the unpredictable situation of the post-Cold War era, the United States and Russia pursued three types of cooperative programs related to nuclear nonproliferation and arms control in the 1990s. Although they showed promise, many of these initiatives eventually faltered. Their failures have often been attributed to high-level politics and changing national interests. Research has focused less, however, on where the spirit of cooperation originated. This study looks at the role of the network of scientists and strategists---labeled by Haas (1992, 2) and Adler (1992, 101) as an "epistemic community"---in supporting cooperative programs. Focusing on the development of scientist engagement programs and lab-to-lab initiatives, the evidence indicates that the transnational epistemic community defined early national interests and points for cooperation during the chaotic time following the dissolution of the USSR, but its influence was later tempered by the Russian scientists' loss of resources and bureaucratic interests that exacerbated existing divisions in the community. The findings confirm Haas' argument that epistemic communities are most effective during chaotic periods (described by Kingdon (1984, 166) as "policy windows"). In this case, transnational contacts made prior to the end of the Cold War were one of the biggest factors in the programs' initial successes.
