Book excerpt: Cocaine has had a long and prominent position in the history of American substance abuse. As far back as the late 1800s cocaine was commonly found hi patent medicines, elixirs, and, astonishingly, in the earliest versions of Coca-Cola. Eventually, the potency of cocaine was recognized and its purveyors came under gradual regulation. Events hi the early 1900s kept cocaine use down until World War II, but the extensive drug use of the 1960s once again sparked a national temperance movement. Created in 1989, the Office of National Drug Control Policy maintains responsibility for coordinating and monitoring the nation's countemarcotics policy. But responsibility for coordination and monitoring is not the same thing as control. In Snow Job? Kevin Jack Riley examines source country control policies—policies intended to control the production and export of cocaine from Latin America—and their limitations. Part I draws together drug use, drug production, and drug control policies hi an analytic framework. It goes on to examine the recent history of U.S. drug control policies, source country control policies, the ways hi which cocaine prices affect cocaine use, how cocaine is made, and the vulnerable points in its production. Part II examines the economic effects that production and controls exert on the sources of cocaine—Bolivia and Peru—and probes the Colombian drug lord connection. Part III prescribes an appropriate path for source country cocaine policies and examines their implications for two other widely smuggled drugs, heroin and marijuana. Riley disagrees with analysts who believe that source country control policies can lead to permanent victory hi the war against cocaine, because of the potentially high costs associated with implementing source country control policies on a large scale. He suggests a better strategy would be one that recognizes the severe limits facing interdiction, eradication, and other source country policies, and instead focuses on directing source country resources where they will be most useful. This necessitates defining a regional strategy that elevates political stability and institution building, and demotes traditional countemarcotics objectives. Snow Job? offers original thinking and practical approaches to a multidimensional world problem and will be of interest to policymakers, political scientists, sociologists, and law enforcement officials.

Book The World Wide Military Command and Control System evolution and effectiveness

Download or read book The World Wide Military Command and Control System evolution and effectiveness written by David Eric Pearson and published by DIANE Publishing. This book was released on 2000 with total page 389 pages. Available in PDF, EPUB and Kindle. Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

Book Sea Launched Cruise Missiles and U S Security

Download or read book Sea Launched Cruise Missiles and U S Security written by Eric H. Arnett and published by Praeger. This book was released on 1991-07-19 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the most up-to-the minute survey of the vital subject of sea-launched cruise missiles (SLCMs) to appear in ten years. It systematically analyzes the technological promises and weaknesses of SLCMs, especially conventionally armed, land-attack versions, explaining sophisticated technologies in language accessible to the general reader. Eric H. Arnett presents a cogent assessment of the crux of the SLCM issue for U.S. security, examining the coastal nation concept of the U.S. defensive position and investigating whether technology can adequately compensate for geography as Tomahawks and their Soviet counterparts give way to more advanced progeny. Arnett weighs the trade-offs in a frank discussion of the technologies and missions envisioned for current and future SLCMs. This well-researched, authoritative study evaluates both U.S. and Soviet SLCM arsenals, examines the role of arms control and unilateral initiatives in managing the dangers of SLCMs, and critically assesses the claims made for the Tomahawk conventionally armed cruise missile. The relevance of a changing international scene and domestic fiscal chaos to SLCM issues is fully appraised. The book's eight chapters lead the reader through all aspects of this complex field with admirable lucidity. Early chapters describe missions envisioned for U.S. conventionally armed SLCMs, and assess actual SLCM technology. Chapter 4 addresses the reciprocal problem of Soviet SLCMs, describing possible and likely roles of Soviet nuclear and conventionally armed SLCMs and the importance of offering responses. The increasingly important question of how SLCMs might be used in the developing world, both by and against U.S. forces and security partners is considered in Chapter 5--an especially relevant discussion in light of the apparent success of the Tomahawk SLCM in the 1991 war with Iraq. The next two chapters describe SLCM arms control as it has been practiced and discuss, from two vantage points, the roles of future arms-control and unilateral disarmament initiatives in addressing the disadvantages of SLCMs. Finally, the immediate implications of the previous chapters for policy practitioners are developed in a chapter that focuses on specific policy recommendations. This timely contribution is a reliable source of information on SLCMs for the interested public, the non-government arms control community, naval personnel, and members of both Congress and the administration.
