While much attention has been paid on the direct presidential election, the parliamentary election is at least equally important, since only major parties or coalition of parties would be able to nominate candidates for the presidential election. Historically, the Indonesian politics have been organized around political groupings known as the "aliran", especially in conditions of unimpeded political competition. The last election in 1999 marked a return of aliran politics after a long hiatus. The election this year will not bring a major change to the structure of the aliran politics. The major parties will still be those that have strong aliran bases, either in the nationalist, modernist Muslim or traditional Muslim camps. Having said that, the election this year will see an interesting dynamism, particularly in the nationalist camp, where the Sukarnoist parties led by the PDI-P will face challenges from some Suhartoist parties. In the modernist and traditionalist aliran, the race will be more structured and simple. A heated struggle for the non-aliran votes will occur, especially within Golkar. In the near future, a struggle for power in Golkar likely will take place and will probably change the outlook of the election. - p.ii.

Many writers have used qualitative methods to relate the performance of political parties in terms of ethnicity and religion. This book questions these assumptions by looking at up-to-date data on the 1999 election and the 2000 population census. The authors, researchers from the Institute of Southeast Asian Studies in Singapore, statistically examine the strength of the impact of religious and ethnic variables relative to those of socio-economic variables (education, per capita income, migration, urbanization, and poverty) on the electoral behaviour of the seven major political parties. Their analysis and findings, together with detailed population profiles in terms of religion, ethnicity and socio-economic conditions at the provincial and district levels, throws light on not only the 1999 election but also the forthcoming 2004 election and beyond.

The latest development in this democratization process is the implementation of a system for the direct election of regional leaders, which began in 2005; the first round of elections across the nation for all governors, mayors and district heads was completed in 2008. Authors of the chapters in this volume, the result of a workshop in Singapore in 2006, present data from across the archipelago for these first direct elections for local leaders and give their assessment as to how far these elections have contributed to a deepening democracy.

Applying a multi-dimensional conceptual framework of party institutionalization theory, the book examines Golkar’s organizational infrastructure, its decisional autonomy and programmatic platform as well as the party’s relations to the mass media. Strengths and weaknesses in the individual dimensions of institutionalization are then contrasted with the corresponding levels of institutionalization reached by Indonesia’s other major parties. Tomsa argues that Golkar remains Indonesia’s strongest party because it is better institutionalized than its electoral competitors.
