Book excerpt: Les réseaux d'assainissement en France représentent un considérable patrimoine dont les futurs investissements en terme de maintenance et de réhabilitation seraient de l'ordre de 0.8 à 1.3 milliard d'euros par an pour maintenir une performance de fonctionnement acceptable par les gestionnaires. Ces investissements financiers sont justifiées par un vieillissement indéniable des conduites mais aussi par les exigences formulées par des directives de type Loi sur l'Eau ou NE 752-2. Parce que l'architecture complexe d'un réseau est composée par de nombreux éléments (plusieurs dizaines de milliers de tronçons), des études statistiques et de prise de décision peuvent être envisagées à l'échelle d'un réseau ou d'un bassin versant. Pour cela, les bases de données urbaines doivent être exhaustives (ce qui n'est pas le cas actuellement) et comporter l'information nécessaire pour faire de la gestion du patrimoine. Pour lever les verrous identifiés par la faible quantité d'information contenue dans les bases de données, un support statistiquement représentatif à une base de données réelles "assainissement" est établi en terme de vieillissement des conduites et d'interventions IMR (Inspection, Maintenance et Réhabilitation). Des familles d'indicateurs sont modélisées sur 4 états fournissant le niveau d'alerte en terme d'urgence pour une intervention. Ce travail montre comment à partir d'un tableau de bord structuré, l'utilisation des indicateurs de performance permet de construire des outils (a) de mesure de la performance à différentes échelles, (b) statistiques (Risque Relatifs, Processus de Markov, Fonctions de Survie) capables d'estimer et de prédire l'évolution des performances et (c) financiers représentant la qualité des investissements en terme de performance pour une échéance donnée. Pour programmer les futures interventions en fonction des objectifs de performance du réseau établis par les gestionnaires, on propose d'intégrer une analyse multicritère afin de cibler les ouvrages prioritaires en fonction de la sensibilité des décideurs et du milieu à l'impact d'une défaillance.

Book excerpt: Les dépôts présents dans les systèmes d’assainissement urbain posent des problèmes multiples d’hydraulique d’exploitation, de confort et de sécurité, d'environnement, de gestion du patrimoine, etc. Leur maîtrise constitue donc un enjeu important pour les gestionnaires de ces systèmes. Les méthodes classiques reposant sur un curage systématique de l'ensemble du linéaire sont coûteuses et les gestionnaires tentent de passer d'une maintenance essentiellement curative à une maintenance préventive, voire corrective. Dans le but d'améliorer ce passage, le travail présenté dans cette recherche consiste à étudier les relations existant entre la structure et le fonctionnement des réseaux d'assainissement, et la localisation des dépôts de matières solides qui y sont transportées. En effet, ces dépôts solides se forment en certains points privilégiés du réseau d'assainissement et sont souvent liés à des causes structurelles, géométriques, fonctionnelles, environnementales, induisant des phénomènes complexes de nature hydraulique, physique, granulométrique, etc. Cette recherche a abouti à la réalisation d'un modèle conceptuel à base de règles expertes paramétrées. Ce modèle permet de prévoir le risque d'envasement de chaque tronçon visitable d'un réseau d'assainissement unitaire en combinant d'une part sa vulnérabilité, c'est à dire sa capacité structurelle à piéger les sédiments s'il en reçoit, et d'autre part la gravité de son exposition à un aléa particulier, c'est à dire la mesure de la plus ou moins grande quantité de sédiments qu'il est susceptible de recevoir. Ce modèle a été construit en s'appuyant sur une démarche itérative combinant une analyse des résultats des études antérieures, des données structurelles disponibles, des mesures de hauteurs d'envasement réalisées sur le réseau du Grand Lyon, et une analyse experte des causes d'envasement identifiées par le personnel d'exploitation de ce même réseau.
