The urgent need to identify and prevent potentially destructive actions by those who threaten to harm us as a nation on our own territory demands new alliances. New ways of thinking to achieve a more secure homeland are not only desirable, but also essential to our continued survival. This book explores analytical capabilities in law enforcement, with a focus on local applications. Along with those in the political and media arenas, the 9/11 Commission has not recognized that intelligence analytical capacities exist in state and local law enforcement, and little mention of this emerging resource exists in the literature of the war on terrorism, or the Long War. The purpose of this book is to inform the larger community of federal government agencies, including law enforcement, national security, and other interested entities, as well as the citizens of this country and beyond, about the intelligence analytical capabilities existing in local and state levels of law enforcement. This work challenges the thinking of the national Intelligence Community and its analysts, as well as the law enforcement community, by using an organizational change management process called Appreciative Inquiry. Appreciative Inquiry focuses on using imagination, the very thing found lacking in the U.S. Intelligence Community in evaluations of intelligence failures. The first stage of this process, the discovery stage, is incorporated into this work through success stories revealed in the author's interviews with analysts and experts who have contributed to real-world analytical work in law enforcement. Those success stories illustrate local law enforcement analytical capabilities.

Book excerpt: Mike Bayer's book, "The Blue Planet: Informal International Police Networks and National Intelligence," makes a powerful argument for why the United States needs to make better use of its federal law enforcement agencies abroad as an integral part of our national counterterrorism strategy. Bayer's book criticizes the primacy of the military/intelligence model in our foreign counterintelligence strategy, arguing that the counterterrorism role reserved for the FBI makes insufficient use of the global networking capabilities of our many other American law enforcement agencies abroad. Bayer's book makes an important contribution to the literature on international governmental networks, such as the work of Anne-Marie Slaughter and Kal Raustiala, describing the unique ability that informal networks of cooperating law enforcement agencies have to collect information about local conditions and local communities that may prove crucial in identifying terrorist threats and preventing terrorist attacks. Bayer argues that such networks have proven immensely successful in investigating organized crime, but that these capabilities have been underused against international terrorist networks. By virtue of their omnipresence around the globe, police are "natural anticipatory collectors" of vast amounts of information. They are for that reason well-placed to detect suspicious activities, particularly given the overlap between terrorist cells and criminal networks. Law enforcement personnel have a unique ability to draw on trust and a common culture with their counterparts in other countries, resulting in a regular informal interchange of useful information. Building on the work of Mathieu Deflem, Bayer recognizes the particular advantage that the police enjoy by virtue of their professional autonomy and relative independence from the centers of political decision-making. Book excerpt: The enclosed papers are the culmination of a project Dr. John Crank and Dr. Colleen Kadleck carried out assessing issues facing the police into the early 21st century. The papers are future oriented, in the sense that they anticipate trends visible today. Everywhere, the contributing scholars found that the organizational concept, practice, and function of the police were undergoing transition. Yet, the seeming state-level hardening of the police function was ubiquitous. Two themes were noteworthy. On the one hand, in developing or ‘second world’ countries, police face endemic problems of corruption, organized crime, and drugs. Police, in response, are undergoing centralization and intensification of law enforcement activities. In countries with first world economies – Canada, the United States, and Australia – contributors discovered trends toward expansion of the police function, a trend described by Brodeur as toward 'high policing'. It reflects the growing reliance on surveillance for crime control and for the tracking of minority, indigenous, and immigrant populations in crime prevention efforts. The results suggest that governments, sometimes encouraged by their citizenry, seem increasingly to rely on the police to deal with a broad array of social as well as criminal problems. This book was originally published as a special issue of Police Practice and Research.
