For some time prior to the war, the foreign trade of the United States showed a healthy increase; but the great conflict, in con verging the thought and energies of Europe upon war and its necessities, gradually converted the American nation into the temporary work shop and supply house of the world. In an endeavor to meet this unprecedented demand for its products and manufactures of every description, with the added strain of becoming in 1917 an active belligerent in the conflict, there have been invested in the United States since 1914, in new productive enterprises and machinery, more than six bil lions of dollars. If these new forces, in addition to those in operation before the war, are now to be kept in productive activity, it becomes incumbent upon the United States to develop foreign outlets to take over the surplus to be expected from this production. The writer presumes that american manufactures are as good, or better, than those of other manufacturing nations which are exporting their goods to South America. he assumes that the time has come when American manufacturers are anxious to get the trade of these countries. Form a study of the exporting problem the writer has come to the conclusion that the stumbling block to the American exporter in the past has been the financial aspect. This is the part that is to e treated in this paper. The great exporting nations of the world are Great Britain and Germany .They have the best facilities for furthering and maintaining trade. They have the best facilities for furthering and maintaining trade. They have the great advantages of national support and cooperation. Their mechanism of financing export trade is of the highest. These advantages have worked against the American exporter. It is the purpose of the writer to describe what the English and German financial interests have done toward extending the export trade to South America. From the discussion, conclusions will be reached concerning the possibility of american banks increasing and facilitating our export trade.

Book excerpt: The main purpose of this paper is to show the importance of the South American trade and the means by which the United States may gain a larger portion of it. In the consideration of these factors many others of value are brought out. I shall endeavor to indicate briefly what some of these are, and to give an idea of the development of the paper. There are two parts, the first dealing with a general survey of the trade, and the second with the promoting of it. Under the first part there are two chapters, one covering the period before the war, and the other the war itself. At the start I try to show the importance of the South American trade to the United States by the use of tables covering the exports and imports of the various countries. Next comes the general characteristics of the trade which South America carries on with the world. Special notice is given to the trade of England, Germany, and the United States, for these three countries are the chief rivals in South American commercial world. The importance of each country is that trade is given, and an effort is made to account for the present status. The means by which the European countries entered the field is given and also an explanation of the late entrance of the United States. The chapter upon the war and South American trade sets forth not only the immediate changes in trade, but also the future effects. In this chapter as elsewhere throughout the paper the positions of the three countries, England, Germany, and the United States are compared. Part two contains five chapters. The first takes up general information which is important for the exporter to know; such as, Sources of information about South American trade, and, How to decide whether the field should be entered. Chapter two deals with the causes of friction in our South American trade. The South American side of the situation is given and we shall learn what the merchants of the republics of the south think of our exporters. Chapter three takes up those factors which every country dealing with South America must consider. This includes such things as Trade Routes, the Tariff, and the World Standard as a factor in exporting. Chapter four is the most important one in the whole paper. It takes up the specific means to be used in developing our trade with South America. Each factor is discussed separately and fully. The use that England and Germany make of the same means is pointed out, if they do not use that means to promote their trade, and the value of it to the United States is given. The last chapter takes up the present trend of our trade and what we may reasonably expect to be the situation in the future. I have collected by material from many sources and have tried to use only that which set forth exactly the true conditions of the situation with which it dealt. My main sources have been the Consular Reports, Congress Reports, Bulletins of the Pan-American Union, and the Reports of the Bureau of Foreign and Domestic Commerce. Practically all my tables of figures come from the latter source.
