We now live in an age when it is considered rational to bring high and noble thoughts to the practical concerns of life. It is not enough to absorb and reflect - we must produce. The school must make it easy for the child to adapt itself to the world and its activities, by touching things, and not merely names. It is poor teaching which does not bring the pupil in direct touch with nature, for to touch the earth and study its interests means new life, and not degradation. The additional room is the place where there can be much thoughtful laboratory work done along With the science work, which the school must do. Eighty per cent of the school patrons of the counties of our State are interested, in some way, in agriculture, which makes its interests so fundamental that its elements, at least, should be taught in every rural school. The benefit which would come to farmers from corn contests and exhibits, if carried on properly, under the direction of the school, would be, possibly, more than enough to pay the expenses of main taining the school. When people can see that the school makes some immediate return in money there will be but little trouble to enlist popu lar interest and support. Book excerpt: Excerpt from State of Maryland Teachers Year Book: For the Information, Use, and Guidance of Officials and Teachers of the Public Schools of the State of Maryland; Scholastic Year 1916-1917 Teachers and school officials, do we know the import and mean ing of our new school law which has been discussed and praised irf every state in the Union since its passage Are we familiar with its provisions, its purposes, and its possibilities? I dare say even those of us who are best posted on its features have not a proper concep tion of the great stride in public school progress the new law makes possible. Instead of a State Superintendent and his assistant, who heretofore have been required to attend to all the supervision given the school from the State Department, we are to have three addi tional professional assistants, viz: a State high school supervisor, a rural school supervisor, and a white supervisor of colored schools. This provision should more than double the efficiency of the State Department 'of Education. In the counties the step toward more effective administration has been just as marked. Each county will have an attendance officer who is called in the law a professional assistant and whose entire time is to be given to the work under the direction of the county superintendent. Each county with as many as one hundred teachers, will have a supervisor of the elementary grades. This scheme for close supervision, for helpful assistance and cooperation is perhaps the biggest thing in the law so full of prom ising results. Do we want and will we welcome the people who will thus come into the service to strengthen the weak places in the old law? Or will we complain and antagonize, lest our duties be in creased by providing definite means for checking the quality of our instruction? Good teachers have nothing to fear and much to gain by adequate supervision. Teachers without experience, but who havethe right attitude toward the work will find through this provision the quickest road to success in the school room. Pupils of all grades can look forward with good cheer to school life as abounding in facili ties to make them live well in school and to furnish the proper stim uli to arouse worthy interests. Parents who want to give their children that which cannot be taken away from them through the wicked designing of others may find much encouragement in the promises of the newer system of instruction. There will come some disappointments to at least a few of our present corps of teachers; the grade, the classification of their certificates may be changed and their salaries affected. Many may regret that their'claims were not recognized in asking to be made supervisors or attendance officers. Patrons and friends will likely feel displeased that school taxes have jumped and the naming of principal teachers has been taken away from their representatives in the system - the trustees. But let us all give the new order of things a fair trial knowing that the problem of universal education is the biggest task of the State and that when properly solved, it means the' State's biggest advancement. Book excerpt: Excerpt from Progress of Education in Benton County, Indiana: With an Explanation of the Indiana School System and the Duties of School Officers, Patrons and Pupils The law requires the county superintendent to carry out the instructions of the County Board of Education. More than two years ago J ohn V. Bartoo, then trustee of Gilboa township, sug gested that it would be a good idea to publish a manual of gen eral information concerning public schools and school laws. The suggestion met with the approval of the other members of the board, and after some discussion the superintendent was re quested to prepare an outline of such matter in reference to schools as he thought would be of general use. Soon after this the work of supervising the preparation of an exhibit for the St. Louis Industrial Exposition was placed upon him by a vote of the Teachers' Association and the direction of the Board of Ed ucation, and this additional labor prevented him from doing any immediate work on the proposed manual. While engaged in the preparation of the exhibit the superintendent was im pressed with the great lack of information about the origin of education in Benton county When the County Board of Edu cation met in May, 1904, he presented this thought to its mem bers. They were so impressed with it that he was requested to proceed with the collection of information and to secure estimates of the cost of twenty-five hundred paper bound books of about one hundred pages each, to be devoted to general and historic information on school matters. The estimates were obtained, and these, with a general outline of the work, were submitted at a meeting of the County Board of Education held on October 21, 1904. An appropriation was made and the superintendent was directed to prepare the work outlined as soon as it was possible to make it complete and reliable. With in three months the chapters on the duties of the various mem bers of our school system were written. During all of thistime incomplete historical information was being collected from many sources, and it was discovered that more time would be needed to make a reliable sketch of education in Benton county. It was also discovered that the space first estimated as needed in the book would fall far short of the requirements of the work. This matter was placed before the present County Board of Education on May 1, 1905, and the superintendent was au thorized to add some much needed space. To obtain the infor mation contained within this little volume many interviews have been necessary, more than one hundred letters have been written, and three hundred pages of law, six hundred pages of history, and more than four thousand pages of records have been carefullv searched. The percentage of trained and experienced teachers working under com petent supervision continues to increase making possible more efficient instruction of the State's children; in fact, we are reliably informed that the percentage of teachers with standard training in all of our schools, rural and urban, white and colored, probably leads the country; this is made possible by our program for teacher training in Our normal schools, largely at State expense, and by our equalization program, which makes it possible for even our least wealthy communities to employ teachers with standard training as vacancies occur, without increasing local tax rates for school maintenance beyond the average for the counties of the State in 1922, when the equalization fund was first established. More and more boys and girls are entering high school and Successfully completing the high school course. Additional provision for transportation of pupils to larger graded and high schools continues to result in the abandonment of one-teacher schools which are handicapped in many ways in giving children an adequate school training. The progress shown in this report was made possible by the enthusiastic co-operation received from all county teachers, clerks, attendance Officers, supervisors, and superintendents, who have in most cases been given the whole-hearted moral and financial support of their patrons and county commissioners, The improvement would not have occurred without your splendid interest and that of the Legislature in the Maryland education program. Book excerpt: Excerpt from Educational Survey of Jackson County Georgia There are forty-seven white public schools and fourteen negro schools in the county. By reference to this report it will be seen that the white schools are usually located about three miles apart, which makes the school districts consider ably smaller in area than is contemplated by law (16 square miles). It will also be seen from the photographs and descriptions herein, that the school houses generally are of substantial char acter, but do not measure up to present-day ideals in school architecture. Their chief defect is in the very important mat ter of lighting. Most of them are insufficiently lighted. And practically all are improperly' lighted. In some of them the windows are placed too low, and in all they are too far apart, causing cross-lights upon the desks. In nearly every instance the pupils face Windows. Often the poor lighting is made poorer by improper coloring of the walls and ceiling. Gener ally the locations are well selected for beauty, but rarely have the premises been much improved as yet. The drinking water for the children has been carefully looked after as to its source, but not generally as to its' delivery. The wells are in much better than average condition. With few exceptions the school toilets are a menace to the physical and moral health of the children, and should receive better and more constant atten tion. Comparatively few of the teachers have availed them selves of the opportunity to vitalize their schools through the agency of organized clubs, or otherwise appealed to the natural interests of the children. Attention of patrons should be called to the careless and negligent manner in which some of the school grounds and houses are kept, for these have a pow erful bearing upon the training of young children.
