They were the only highways Native Americans used or needed. Even America’s first settlers found it much easier to travel on the waterways than to build roads through the forests. Today our inland waterways carry millions of tons of cargo each year. But our waterways have not received the attention needed to continue their important role in the commerce of our country. Waterways infrastructure such as locks, dams, channels, and levees need help. Many elements are old and need repair or replacement. Expanded infrastructure would allow the US to increase shipping on the waterways. Shipping via water has always been cheaper than shipping by land and remains so today. The US economy can only benefit from investment in our inland waterways.

Book excerpt: Excerpt from Preliminary Report of the United States National Waterways Commission, 1910 The National Waterways Commission, composed of twelve members of the Senate and House of Representatives, was created by act of Congress Of March 3, 1909. The duty imposed upon it by statute was to investigate questions pertaining to water transportation and the improvement Of waterways, and to make recommendations to Congress. The commission has had under consideration the topics assigned to it, and has held numerous meetings, both in the United States and Europe. Seven 'of the twelve members took a somewhat ex tended tour for the examination of European waterways in the months from August to October last. In addition, a majority of the members of the commission examined the Mississippi River from St. Paul to New Orleans in November, 1909, and some of them also, during the same month, inspected the Missouri River from Kansas City to its mouth, and the Illinois River from its lower portion up to the head of navigation. It may be added that the commis sion includes in its membership Senators or Representatives who at different times during the last ten years have examined nearly all of the waterways Of the United States. Consequently its mem bers are enabled to bring to the consideration of the problem a very considerable familiarity with the waterways both of the United States and of Europe as well. The commission has been aided in the course of its investigations by Officials detailed from the War and Navy departments, and has Obtained the assistance Of other experts in waterway transportation. In the framing of this report, especial aid has been rendered by rear-admiral C. S. Sperry, Of the Navy Department; Col. W. H. Bixby, and Maj. F. A. Mahan, retired, of the Corps of Engineers, U. S. Army; and also by Prof. Frank H. Dixon, Of Dartmouth College, and Mr. E. O. Merchant, Of' Columbia University. Numerous inquiries have been sent to com mercial bodies and waterway improvement associations, most of which have met with a cordial response. The officials Of European countries, in which waterway systems have been developed, and our consuls abroad, have rendered generous aid in the furnishing of material and in affording suggestions. Book excerpt: Excerpt from American Inland Waterways: Their Relation to Railway Transportation and to the National Welfare; Their Creation, Restoration and Maintenance; With 80 Illustrations and a Map The disappearance of commerce from our water ways seemed like a striking instance of the death of the unfit in the struggle for commercial existence. The experience of other nations shows that this is not so. Fitness to live for human service is quite another matter from fitness to survive in the contests of the jungle. We fit the earth for use by determining what organisms shall survive. We must so bend the ener gies of the agencies of land transportation as to allow the waterway to live as a tool of trade, to the benefit of the whole nation, including the railways. Having found the way by which the railways may be prevented from killing water-borne traffic, we must make our waterways fit for their work. Traffic will follow even the shallow river or canal, if protected from uneconomic competition, but it is wasteful to compel trade to follow the water unless those facilities are provided which are necessary to make water traffic economical. A first requisite of cheap water transport is depth of water. The great trunk lines of traffic, like the Great Lakes, the Mississippi, the Ohio, the Missouri, the Columbia, and the Tennessee must be given depths in proportion to their functions. The Mississippi must be made a loop of the sea, and given connection with Lake Michigan as our part of the continental back water of which Canada will build her part, and thus gain the whip-hand over us if we do not build ours. But most of our waterways must in the nature of the case be rather shallow, and our problems with them are to be found in matters of terminals and the types of vessels.
