The dominance of concerns about crime also hint at the broader implications that offending has for many different facets of society. They suggest that rather than being an outlawed subset of social activity, crime is an integrated aspect of societal processes. This book reviews some of the direct and indirect social impacts of criminality, proposing that this is worthwhile, not just in terms of understanding crime, but also because of how it elucidates more general social considerations. A range of studies that examine the interactions between crime and society are brought together, drawing on a wide range of countries and cultures including India, Israel, Nigeria, Turkey, and the USA, as well as the UK and Ireland. They include contributions from many different social science disciplines, which, taken together, demonstrate that the implicit and direct impact of crime is very widespread indeed. The chapters in this book were originally published as a special issue of Contemporary Social Science.

Book excerpt: This report of the President's Commission on Law Enforcement and Administration of Justice -- established by President Lyndon Johnson on July 23, 1965 -- addresses the causes of crime and delinquency and recommends how to prevent crime and delinquency and improve law enforcement and the administration of criminal justice. In developing its findings and recommendations, the Commission held three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of individuals. Separate chapters of this report discuss crime in America, juvenile delinquency, the police, the courts, corrections, organized crime, narcotics and drug abuse, drunkenness offenses, gun control, science and technology, and research as an instrument for reform. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.

By clearly outlining a theoretical framework to interpret these issues, Ralph makes a significant contribution to the English School's study of international society. This groundbreaking conceptual work is supported by an in-depth empirical analysis of American opposition to the ICC. This active partnership increasingly undermines the rule of law, human rights, and economic development in many parts of the world. States in transition are especially at risk. Despite the magnitude of the threat, there is little understanding of the security threats by the PCNs and how and why political-criminal relationships are formed and maintained. Menace to Society is the first attempt to develop an analytical framework for making generalizations about this contemporary scourge. Case studies of Colombia, Hong Kong, Taiwan, Italy, Mexico, Nigeria, Russia and Ukraine, and the United States by leading scholars and practitioners included here answer such key questions as: How do PCNs get established? How is a PCN maintained, and destroyed? What do the participants want from each other in a PCN? What can be learned from those who have successfully countered the PCN? The findings indicate that political, economic, and cultural factors play a significant role in the formation and evolution of PCNs. When the institutions of the state are weak, as in Nigeria and Colombia, it is difficult for the state to prevent political-criminal collaboration. A lack of checks and balances, either from civil society or opposition political parties such as described in the cases of Mexico and Russia, is a key factor. Cultural patterns tend to facilitate this kind of collaboration. Markets and economics, too, bear on the PCN issue. The supply and demand for illegal goods and services, not only drugs, in many countries creates a market controlled by criminals who need political help to "run" their business. Menance to Society will be critical reading for security planners, foreign and military policymakers, and political scientists.
