First outlining transformations in the office of the Sheikh ul-islam, the leading Ottoman Sunni Muslim cleric, the book goes on to use the archives to present a detailed portrait of the lives of individual ulema, charting their education and professional and social lives. It also includes a glossary of Turkish-Arabic vocabulary for increased clarity. Contrary to beliefs about their decline, the book shows they played a central role in the empire's efforts to centralise the state by acting as intermediaries between the government and social groups, particularly on the empire's peripheries.

Book excerpt: From the author's preface: Sublime Porte--there must be few terms more redolent, even today, of the fascination that the Islamic Middle East has long exercised over Western imaginations. Yet there must also be few Western minds that now know what this term refers to, or why it has any claim to attention. One present-day Middle East expert admits to having long interpreted the expression as a reference to Istambul's splendid natural harbor. This individual is probably not unique and could perhaps claim to be relatively well informed. When the Sublime Porte still existed, Westerners who spent time in Istanbul knew the term as a designation for the Ottoman government, but few knew why the name was used, or what aspect of the Ottoman government it properly designated. What was the real Sublime Porte? Was it an organization? A building? No more, literally, than a door or gateway? What about it was important enough to cause the name to be remembered? In one sense, the purpose of this book is to answer these questions. Of course, it will also do much more and will, in the process, move quickly onto a plane quite different from the exoticism just invoked. For to study the bureaucratic complex properly known as the Sublime Porte, and to analyze its evolution and that of the body of men who staffed it, is to explore a problem of tremendous significance for the development of the administrative institutions of the Ottoman Empire, the Islamic lands in general, and in some senses the entire non-Westerrn world.

This work explores how men in turn-of-the-century Damascus dealt, in word and deed, with the dilemmas of identity that arose from the Ottoman Empire's 19th-century reforms. Muslim religious scholars (ulama) who advocated a return to scripture as the basis of social and political order were the pivotal group. The reformers clashed with their fellow ulama who defended the integrity of prevailing religious practices and beliefs. In addition to two conflicting interpretations of Islam, Arabism comprised a new strand of thought represented by young men with secular educations advancing Arab interests in the Ottoman Empire. Religious reformers and Arabists shared a political agenda that shifted focus from constitutionalism before 1908 to administrative decentralization shortly thereafter. Using unpublished manuscripts and correspondence, inheritance documents, and Ottoman-era periodicals, this work weaves together social, political, and intellectual aspects of a local history that represents an instance of a fundamental issue in modern history.

Imperialist aggression towards the Empire and bloody janissary revolts hampered the reforms, and although some successes in governance were achieved, there were many failures, and these contributed to the demise of the Empire at the end of the First World War. Reforms began in 1718 during the period known as the Tulip Era, which ended in 1730 with a bloody janissary uprising. Sultan Selim III, who reigned from 1789 to 1807, then tried to engage with domestic and military reform. His reform efforts conflicted with the interests of both the janissaries and the religious leaders and made the sultan a victim of another janissary uprising. Mahmud II, successor to Selim III, strove to change the paradigm of governance with his personal administration. His most daring action was the eradication of the unruly janissary organisation. The concept of a constitutional monarchy penetrated the Empire, first in the form of Tanzimat in 1839, and subsequently with the issuance of a constitution in 1876. The sultan of the time, Abdulhamid II, became convinced that he could run the Empire alone and suspended the constitution. He was dethroned by a military coup in 1909. The janissaries had disappeared from the Empire, but their mentality had not. A new constitution was declared by amateur politicians and military officers, members of a revolutionary committee known as 'Union and Progress', also known in the West as the 'Young Turks'. They were well intentioned, but faced two disastrous wars, one in Libya, the other in the Balkans. Their administration quickly degenerated into a dictatorship and they had hardly enough time to carry out any meaningful reforms. In 1914 the Ottoman Empire entered the First World War together with Germany, the death knell of an empire that had lasted seven hundred years.
