Book excerpt: This book examines the nature of Russia’s relations with the former Soviet states (FSS), in particular with countries which formed the Commonwealth of Independent States, in order to assess whether there has been a resurgence of Russian imperialism since the collapse of the USSR. The book sets out to determine whether Russian leaders have attempted to restore a sphere of influence over the former Soviet republics or whether Russia’s policies reflect a genuine desire to establish normal state-to-state relations with the new states. It adopts a comprehensive approach, analysing Russia’s policies towards the FSS across a broad range of areas: energy, trade and investment; military assistance, security provision and peacekeeping; conflict management, political support, and alliance formation. While not denying the Kremlin’s assertive role in the FSS, this book challenges the assumption that Russia has always intended to restore a sphere of influence over its ‘Near Abroad’. Rather, it argues that Russia’s policies are much more complex, multi-faceted, and often more incoherent than is often assumed. In essence, Russia's actions generally reflect a combination of legitimate state interests, enduring Soviet legacies, and genuine concerns over events unfolding along Russia’s borders. This book also shows that, at times, Great-Power nostalgia and a real difficulty with discarding Russia’s imperial legacy shapes Russia’s behaviour towards the FSS. This book will be of great interest to students of Russian politics and foreign policy, east European politics, and International Relations in general.

Book excerpt: This book offers a general framework for a better understanding of the differences and similarities between the institutional rules of intergovernmental organizations that include parliamentary elements, and analyzes the role of various types of international parliamentary assemblies in the system of global governance, as well as insights into the process known as “parliamentarization of international organizations.” Firstly, it presents a case study of various types of international parliamentary assemblies, which is then used to analyze the law of particular international organizations that include parliamentary assemblies or relate to them. Secondly, the book compares two parliamentary assemblies of international organizations – the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA) and the Parliamentary Assembly of the Council of Europe (PACE) – in terms of structure, powers, and relations with their IGOs. It also investigates the activities of assemblies and their cooperations for the purpose to explore the positive effects of the work of international parliamentary assemblies and their potential for having an impact at the national level. Lastly, the book analyzes the tangible and desirable powers of international assemblies by comparing examples of existing international parliamentary assemblies with the UN Parliamentary Assembly project. Based on that, the author compiles a list of essential requirements and principles for effective international parliamentary assemblies.

Book excerpt: This comparative study harks back to the revolutionary year of 1989 and asks two critical questions about the resulting reconfiguration of Europe in the aftermath of the collapse of communism: Why did Central and East European states display such divergent outcomes of their socio-political transitions? Why did three of those states—Poland, Bulgaria, and Russia—differ so starkly in terms of the pace and extent of their integration into Europe? Rumena Filipova argues that Poland’s, Bulgaria’s, and Russia’s dominating conceptions of national identity have principally shaped these countries’ foreign policy behavior after 1989. Such an explanation of these three nations’ diverging degrees of Europeanization stands in contrast to institutionalist-rationalist, interest-based accounts of democratic transition and international integration in post-communist Europe. She thereby makes a case for the need to include ideational factors into the study of International Relations and demonstrates that identities are not easily malleable and may not be as fluid as often assumed. She proposes a theoretical “middle-ground” argument that calls for “qualified post-positivism” as an integrated perspective that combines positivist and post-positivist orientations in the study of IR.

At the core of the New-Med activities stands the need to rethink the role of multilateral, regional and sub-regional organisations, to make them better equipped to respond to fast-changing local and global conditions and to address the pressing demands coming from Mediterranean societies all around the basin. This volume examines the goals and prospects of the OSCE’s growing engagement in the Mediterranean region and, more specifically, with the OSCE’s six Mediterranean Partners for Cooperation (Algeria, Egypt, Israel, Jordan, Morocco and Tunisia). Book excerpt: In the 30 years since the emergence of the post-Soviet conflicts things have both changed and remained the same – continuities and changes in post-Soviet conflicts are the primary themes of this volume – it addresses all major wars, civil wars, and rebellions in the former Soviet Union. The volume focuses on factors that have contributed or may contribute to the resolution of the post-Soviet conflicts, most of which have represented rather long and damaging crises. In all conflict cases Moscow has been guided by Russian state interests – some have been instigated or fueled, others driven to a frozen state, and still a couple of others have been constructively resolved due to Moscow’s intervention. Russia has used a long-term strategy for the resolution of those conflicts that have taken place on its soil, but in regards to the conflicts in other post-Soviet states, there is no long-term solution in sight. As such, the conflicts in Ukraine, Georgia, Moldova, and Nagorniy Karabakh, remain unresolved involving not only the named states, but Russia as well. They may represent localized national or regional crisis impacting only the states involved, but for the Russian Federation they epitomize one huge post-Soviet crisis with no obvious end.
