Book excerpt: The wide economic support and an attempt to guarantee safety, which the European governments are trying to provide for their citizens, are reasons why the European Union explores new directions of conducting common policies for which the most important is the human being and his needs. The European security policy - and the new concept of human security - could be one example of the EU's new behavior. Taking into consideration the previous attempts at developing security theories in Europe and other countries, it is possible to state that the modern human security doctrine in the EU could be followed by creating a special kind of European corps which would be a new tool for ensuring security where it would be necessary to provide it - European Gendarmerie Forces (known as EGF or EUROGENDFOR). The aim of this article is to show the impact of the evolution of the modern security theories for creating a human security doctrine in the framework of the European Union. Moreover, genesis and activity of the EGF are presented and the author is trying to answer the question: could the EGF be a tool of human security in the EU? Finally, a couple of proposals for the future development of the European security policy are mentioned.

The Human Security paradigm has had considerable significance for academics, policy-makers and practitioners. Under the rubric of Human Security, security policy practices seem to have transformed their goals and approaches, re-prioritising economic and social welfare issues that were marginal to the state-based geo-political rivalries of the Cold War era. Human Security has reflected and reinforced the reconceptualisation of international security, both broadening and deepening it, and, in so doing, it has helped extend and shape the space within which security concerns inform international policy practices. However, in its wider use, Human Security has become an amorphous and unclear political concept, seen by some as progressive and radical and by others as tainted by association with the imposition of neo-liberal practices and values on non-Western spaces or as legitimizing attacks on Iraq and Afghanistan. This book is concerned with critical perspectives towards Human Security, highlighting some of the tensions which can emerge between critical perspectives which discursively radicalise Human Security within frameworks of emancipatory possibility and those which attempt to deconstruct Human Security within the framework of an externally imposed attempt to regulate and order the globe on behalf of hegemonic power. The chapters gathered in this edited collection represent a range of critical approaches which bring together alternative understandings of human security. Having grown rapidly since the 1990s, the field of human security has spawned a wide variety of academic research. This research has helped to reconceptualize the notion of security, both broadening and deepening it, and it has created a space where unconventional and multidimensional forms of security inform international policy practices. However, while various issues and cases of human security have received growing academic attention and policy interest, many of the existing books on human security focus primarily on non-state actors. This leaves a key question unanswered: why do sovereign states take on leadership roles in promoting human security? To answer the question of why and how national governments influence international human security policy, this volume examines the domestic political factors and structures that mediate the range of policy choices. Important domestic variables include the ‘cultural match’ (e.g., ‘Does the country often favor multilateralism and promote a rule-bound international society?’), the nature of the political interests and realities that are present (e.g., ‘Does the country see the promotion of human security as a strategic choice?’), and the occurrence of important historical events such as wars, revolutions, or natural disasters (e.g., ‘Does the country, during the crisis, help to foster a new way of managing enduring security threats?’). Since then it has instigated over 18 civilian and military missions to deal with humanitarian crises all over the world. This book presents a series of eight case studies of external interventions by the EU covering the Balkans, Africa, the Middle East, Afghanistan and Indonesia, to illustrate the nature of the EU as a global actor. Using the concept of human security to assess the effectiveness of these missions in meeting the EU’s aim of being a ‘force for good in the world’, this study addresses two key issues: the need for an empirical assessment of EU foreign and security policies based on EU intervention in conflict and post-conflict situations and the idea of 'human security' and how this is applied in European foreign policy. Human security is about the security of individuals and communities and it links physical and material security freedom from fear, and freedom from want. The article addresses both the lexis (language) and praxis (practice)of human security in relation to the EU. Much of the language currently used in EU external relations, particularly crisis management, civil military cooperation and conflict management, already contains elements of a human security approach. At the same time, the concept of human security goes beyond these terms and if formally adopted and elaborated could greatly strengthen the EU's role as a global security actor. The article develops five principles of human security human rights, legitimate political authority, multi-lateralism and regional focus and makes the case that the application of these principles would increase the coherence, effectiveness and visibility of EU missions. The article concludes that the adoption of a human security approach would build on the foundational ideas of Europe in overcoming a history of war and imperialism and could help to rally public opinion behind the European idea. More importantly, it would contribute to closing the real security vacuum that exists in large parts of the world today.

The aim is to showcase new directions that may enrich the human security agenda. Some human security discourse is still rooted in the traditional language of the aid-agency/UN development/economic growth models, often hostile to the corporate and business sector, and sometimes negligent of sustainability and climate change issues. Another limited and outmoded approach is an exaggerated focus on Western interventions, especially military ones, as a "solution" to problems in poor or conflict-prone areas. "Human Security" was introduced as a construct by the UNDP in 1994. The inherent combination of law-enforcement and people-centred humanitarianism has strived to provide an umbrella to both protect people from threats while empowering them to control their destinies. But with accelerating economic globalization and information flows there is a need to revisit the concept. A new paradigm of Sustainable Human Security is required. This book argues that proponents of a human security approach should welcome efforts to remove the barriers between enterprise, corporations, aid and development agencies, government agencies, citizen groups and the UN; and work towards multi-stakeholder approaches and solutions for vulnerable populations. Such an approach is clearly vital in responding to the imperatives of concerted action on issues such as climate change, HIV, terrorism, organised crime and poverty. The agenda may have changed, but it remains true that almost all human tragedies are avoidable. This book examines a number of global problems through the lens of human security and the needs of the individual: global governance; health; the environment and the exploitation of natural resources; peace and reconciliation; the responsibility to protect; and economic development and prosperity. In the latter case, the role of business in the human security pantheon is promulgated. There are many reasons why businesses may want to engage with the needs of vulnerable populations – not least the fact that companies cannot function without secure trading environments. In addition, there are growing demands for corporate responsibility and citizenship from markets, customers, shareholders, employees and, critically, communities. This book throws new light on the human security agenda. It will be essential reading for anyone involved in the debates on human security as well as for practitioners and scholars in international affairs, global governance, peace studies, climate change and the environment, healthcare, responsibility to protect and corporate responsibility.
