Book excerpt: While the impact of World War II on America and other countries has been exhaustively chronicled, few historians have investigated the experiences of individual states during the tumultuous war years. In his study of Louisiana’s home front from 1939 to 1945, Jerry Purvis Sanson examines changes in politics, education, agriculture, industry, and society that forever altered the Pelican State. The war era was a particularly important time in Louisiana’s colorful political history. The gubernatorial victories of prominent anti–Huey Long candidates Sam Jones in 1940 and Jimmie Davis in 1944 reflected shifting sentiments toward politicians and heralded a changing of the guard in the statehouse. This created a system of active dual-faction politics that continued for the next decade. The war also transformed the state’s economy: agricultural mechanization accelerated to compensate for labor shortages, and industries increased production to meet military demands. Louisiana’s educational system modified its curriculum in response to the war, providing technical training and sponsoring scrap-metal collections and war-stamp sales drives. Sanson explores the war’s effect on the everyday lives of Louisianians, showing how their actions at home provided them with a sense of personal participation in the titanic effort against the Axis powers. He also points out that, while many found their lives limited by war, two groups—African Americans and women— experienced increased opportunities as they moved from low-paying jobs to more lucrative positions vacated by white males who had departed for the service. Book excerpt: An examination of the settlement history of the alluvial bottomlands of the lower Mississippi Valley from 1880 to 1930, this study details how cotton-growers transformed the swamplands of northwestern Mississippi, northeastern Louisiana, northeastern Arkansas, and southern Missouri into cotton fields. Although these alluvial bottomlands contained the richest cotton soils in the American South, cotton-growers in the Southern bottomlands faced a host of environmental problems, including dense forests, seasonal floods, water-logged soils, poor transportation, malarial fevers and insect pests. This interdisciplinary approach uses primary and secondary sources from the fields of history, geography, sociology, agronomy, and ecology to fill an important gap in our knowledge of American environmental history. Requiring laborers to clear and cultivate their lands, cotton-growers recruited black and white workers from the upland areas of the Southern states. Growers also supported the levee districts which built imposing embankments to hold the floodwaters in check. Canals and drainage ditches were constructed to drain the lands, and local railways and graveled railways soon ended the area's isolation. Finally, quinine and patent medicines would offer some relief from the malarial fevers that afflicted bottomland residents, and commercial poisons would combat the local pests that attacked the cotton plants, including the boll weevils which arrived in the early twentieth century.

Fite has drawn together the many threads that make up commercial agricultural development in the eleven states of the old Confederacy, to explain why agricultural change was so slow in the South, and then to show how the agents of change worked after 1933 to destroy the old and produce a new agriculture. Fite traces the decline and departure of King Cotton as the hard taskmaster of the region, and the replacement of cotton by a somewhat more democratically rewarding group of farm products: poultry, cattle, swine; soybeans; citrus and other fruits; vegetables; rice; dairy products; and forest products. He shows how such crop changes were related to other developments, such as the rise of a capital base in the South, mainly after World War II; technological innovation in farming equipment; and urbanization and regional population shifts. Based largely upon primary sources, Cotton Fields No More will become the standard work on post-Civil War agriculture in the South. It will be welcomed by students of the American South and of United States agriculture, economic, and social history.
