Il D.Lgs.81/08 pone in capo alla struttura organizzativa degli Enti precisi obblighi in campo di organizzazione della prevenzione, ovvero dell’insieme di procedure, interventi, misure, finalizzati a eliminare o almeno ridurre al massimo, i possibili danni alla salute dei lavoratori derivanti dai fattori di rischio propri dell’attività lavorativa. Il Comandante – o comunque chi esercita i ruoli di responsabilità previsti dal D.Lgs.81/08 – deve conoscere alcuni elementi di base sui rischi lavorativi delle Polizie Locali, sui dati di infortuni e malattie professionali, sui compiti e le responsabilità che la legge assegna alle diverse figure aziendali, sulle responsabilità, anche penali, in ordine alla sicurezza, che il suo ruolo comporta, sul sistema organizzativo e di relazioni che deve attivare e far funzionare, sul livello e la modalità dei controlli che deve garantire. Questo manuale fornisce strumenti per verificare l’applicazione del D.Lgs. 81/08 nella propria organizzazione, confrontandola con una metodologia efficace e validata e orientandosi rispetto al lavoro dei consulenti, garantendo, al tempo stesso, sicurezza e salute ai lavoratori, tutela al proprio ruolo organizzativo e alle proprie funzioni e responsabilità. Leopoldo Magelli, medico del lavoro, è stato fino al 1994 responsabile del Servizio di Sicurezza e Prevenzione Ambienti di lavoro dell’Azienda USL di Bologna. Successivamente ha coordinato la task-force della Regione Emilia-Romagna per l’applicazione del D.Lgs. 626/94 ed ha curato, come coordinatore e responsabile scientifico, il progetto di ricerca del Ministero della Salute sull’applicazione del D.Lgs. 626/94 nelle aziende italiane (il progetto ha coinvolto più di 8.000 aziende). è autore di circa 200 articoli scientifici o divulgativi, collabora regolarmente con riviste del settore, è autore/coautore di 16 monografie. è stato il primo presidente della SNOP (Società Nazionale Operatori della Prevenzione). Dal 2008 collabora come consulente con la Scuola Interregionale di Polizia Locale. Beatrice Cocchi, lavora nel campo della salute e sicurezza del lavoro dal 1987: prima come amministratore dell’USL di Modena, poi come consulente e RSPP per numerose aziende. Dal 2002, collaborando con Change SRL, ha sviluppato anche una corposa attività formativa per le figure del sistema di prevenzione aziendale (datori di lavoro, dirigenti, preposti, lavoratori e loro rappresentanti, RSPP). Dal 2008 collabora come consulente con la Scuola Interregionale di Polizia Locale per attività di ricerca e formazione.
