Book excerpt: Il presente elaborato analizza da un punto di vista contabile, regolamentare e gestionale gli impatti per le banche derivanti dall’applicazione del principio contabile internazionale IFRS 9 e del Calendar Provisioning. Infatti, le novità introdotte dall’IFRS 9 in ordine alle modalità di classificazione e di valutazione degli strumenti finanziari nonché al nuovo modello di impairment hanno avuto impatti rilevanti non solo nel campo dell’accounting e del reporting, ma anche con riguardo a talune funzioni aziendali degli istituti di credito. In particolar modo, il nuovo approccio forward-looking, basato sulla nozione di perdita attesa, ha apportato numerosi cambiamenti relativamente alla funzione di valutazione e di monitoraggio della rischiosità creditizia delle controparti, introducendo un nuovo sistema di calcolo per la definizione delle rettifiche di valore sui crediti. In tale contesto, l’introduzione del Calendar Provisioning, prevedendo una politica di svalutazione dei crediti basata su un vero e proprio calendario, si pone in taluni casi in conflitto con le valutazioni richieste alle banche dall’IFRS 9 e, pertanto, le ha indotte ad avviare una gestione più attiva dei crediti deteriorati. Per comprendere la rilevanza di tali interventi normativi/regolatori, gli autori hanno analizzato il processo adottato da un primario istituto di credito italiano, dal quale è emerso che le novità regolamentari hanno richiesto la sostanziale modifica e integrazione dei processi aziendali. Le strette interconnessioni tra le modalità di rilevazione contabile, le strategie aziendali e le decisioni gestionali hanno esteso il perimetro delle modifiche adottate, che non sono state limitate ai processi amministrativo-contabili, ma che hanno coinvolto i processi di gestione del business, la funzione rischi e l’intero sistema di controllo interno della banca. Il processo che ha condotto all’adeguamento del sistema amministrativo aziendale è stato particolarmente complesso, in quanto ha reso necessario il coinvolgimento e quindi il coordinamento della quasi totalità delle funzioni della banca.
