There have been numerous assertions by US policy makers that Russian organized crime affects the national security of the United States, so that aspect will also be analyzed. This research examines the structure of organized crime and the illegal activities it engages in. Then, it determines whether the Russian law enforcement system is capable of stopping crime. It also evaluates the threat organized crime poses regarding nuclear smuggling which is considered the most serious threat to US national security. Finally, and most importantly, it puts Russian organized crime in perspective to US national security interests. It concludes that Russian organized crime does threaten the stability of Russia, but it will not destroy the Russian state. Helping Russia fight its organized crime problem is in the interests of the United States and is compatible with the stated foreign policy objectives of the United States.

The U.S. national security interests in Russia include regional stability, development of a free market based economy and control of the proliferation of weapons of mass destruction. These interests are best served by a viable, democratic government in Russia. With the fall of the Soviet Union in 1991, Russia began a movement toward democracy. However, the powerful forces of organized crime within Russia and its grip on the domestic economy, is impeding its progress. International solutions to this challenge include greater cooperation among western nations to stem the flow of illegal money and material out of Russia. For its part the United States is developing closer law enforcement ties with the Russian Ministry of Interior. The Federal Bureau of Investigation opened an office in Moscow. Future efforts must be focused on the mutual development of criminal intelligence in order to identify, arrest, and successfully prosecute Russian organized crime figures. In addition the products, goods, and services which Russian organized crime provides to the Russian people must be produced and delivered through the legal Russian market.

Similar hybrid franchise models are developing in other parts of the world, making understanding the new dynamics an important factor in a broader national security context. This threat goes well beyond the traditional nonstate theory of constraints activity such as drug trafficking, money laundering, and human trafficking into the potential for trafficking related to weapons of mass destruction by designated terrorist organizations and their sponsors. These activities are carried out with the support of regional and extra regional states actors whose leadership is deeply enmeshed in criminal activity, which yields billions of dollars in illicit revenues every year. These same leaders have a publicly articulated, common doctrine of asymmetrical warfare against the United States and its allies that explicitly endorses as legitimate the use of weapons of mass destruction. During the early 90s, Ukraine became one of the primary recipients of foreign assistance from the United States and its crime and corruption situation was increasingly seen as an impediment to economic transition and achieving a more democratic way of life. Thus in 1998, as part of a larger U.S. law enforcement assistance effort in Ukraine, the idea for a research partnership between criminologists and legal scholars in the two countries was born in this volume. The original research papers contained are the products of this ambitious research project. The realities of crime in post-Soviet Ukraine, as well as divergent methodological approaches and communication problems, presented the research partners with enormous challenges. This volume represents the culmination of that collaborative effort, and provides a singular look into the current crime situation in Ukraine, and into the potential global threat presented by Ukrainian organized crime.
