The project was begun in 1934, and resulted a decade later in this volume, arguably the most important work in comparative and historical economics to emerge in the World War Two period. Indeed, Brady's theorems such as the bureaucratic authoritarian model of development, became a touchstone for the study of Third World economies.Brady saw the direction of business moving in a variety of directions: from the totalitarian model set by fascism with its highly centralized approach to special interests, profit making and policy made in the interests of those who rule; and the alternative democratic model set by the democracies of the West, which expound the latitude of direct public participation in decision-making and social organization of the economy as a whole. Brady does not indulge in cheap conspiracy theory. Rather he sees the business classes worldwide as possessing a collective mind, but not a collective will. In this setting the business civilization itself is at stake.The volume offers a fascinating study of German Nazism, Italian fascism and Japanese militarism as a series of policies rather than historical inevitabilities. But the work is also a foreboding and a warning to democratic varieties of capitalism. As business becomes increasingly global in character, unbound by national interests or democratic aims, it also becomes more rational in its own terms. Its drive for maximizing profits with scant regard to what may be less cost effective, but more open to popular control or participation, becomes transparent. Brady provides a remarkably prescient, albeit controversial, study of trends in Western democracy and big business. Robert S. Something has led Europeans—and only Europeans—beyond the nation-state to a fundamentally new political architecture. Craig Parsons argues in A Certain Idea of Europe that this "something" was a particular set of ideas generated in Western Europe after the Second World War. In Parsons's view, today's European Union reflects the ideological (and perhaps visionary) project of an elite minority. His book traces the progressive victory of this project in France, where the battle over European institutions erupted most divisively. Drawing on archival research and extensive interviews with French policymakers, the author carefully traces a fifty-year conflict between radically different European plans. Only through aggressive leadership did the advocates of a supranational "community" Europe succeed at building the EU and binding their opponents within it. Parsons puts the causal impact of ideas, and their binding effects through institutions, at the center of his book. In so doing he presents a strong logic of "social construction"—a sharp departure from other accounts of EU history that downplay the role of ideas and ideology.

Yet, as Philip Nord reveals, the significant process of state rebuilding did not begin at the Liberation. Rather, it got started earlier, in the waning years of the Third Republic and under the Vichy regime. Tracking the nation's evolution from the 1930s through the postwar years, Nord describes how a variety of political actors--socialists, Christian democrats, technocrats, and Gaullists--had a hand in the construction of modern France. Nord examines the French development of economic planning and a cradle-to-grave social security system; and he explores the nationalization of radio, the creation of a national cinema, and the funding of regional theaters. Nord shows that many of the policymakers of the Liberation era had also served under the Vichy regime, and that a number of postwar institutions and policies were actually holdovers from the Vichy era--minus the authoritarianism and racism of those years. From this perspective, the French state after the war was neither entirely new nor purely social-democratic in inspiration. The state's complex political pedigree appealed to a range of constituencies and made possible the building of a wide base of support that remained in place for decades to come. A nuanced perspective on the French state's postwar origins, France's New Deal chronicles how one modern nation came into being.

How do certain institutions manage to preserve their importance in the face of crises, instability, and change? How does a democratic society legitimize elitist institutions? Combining the use of important social theories—particularly those of Mosca, Schumpeter, Tocqueville, and Pareto—with empirical analysis, Ezra Suleiman tries to answer these questions in his examination of the dominance and stability of France's governing elites. The author draws on original survey data, historical evidence, and specialized documentary sources. His three part discussion deals, first, with the state institutions that nurture the French elite; second, with the organization, legitimization, and adaptation of the elite and its institutions; and third, with some of the policy and political implications of France's elitist system. In the final section of his book, he closely examines the relationship between elites in the public and private sectors. In his investigation of France's "state-created" elites, Professor Suleiman shows the great importance of the grandes écoles in training and promoting the elites, and the grand corps in providing a base from which the elites launch themselves into extra-governmental careers.
