Book excerpt: From the perspective of behavioural science, this book systematically investigates organizational learning in Chinese organizations based on multilevel theory over the past 20 years. The findings contribute to the theory and practice of organizational learning and give insights into the construction of learning organizations. Revisiting existing studies on organizational learning, the author reconceptualises organizational learning and constructs an integrative model, which is corroborated and then supplemented by empirical research. Based on samples and materials from 3,000 managers and employees in organizations from all over China, the book further elaborates this integrative model covering the multilevel structure, trans-level functions and generative mechanisms that figure prominently in organizational learning in Chinese organizations. This framework helps enhance the organizational learning ability and the establishment of a learning culture, while offering possible directions for updating research methods and a stereoscopic theory of organizational learning. The book will be a good reference for management practitioners, students and academics interested in organizational behaviour, human resource management, innovation management, and multilevel perspective.

In particular, it examines the difficulties and obstacles affecting the technological collaboration between Chinese firms and foreign partners as well as some of the key organizational and institutional challenges of innovation facing Chinese firms. Despite enjoying rapid economic growth in previous decades, learning and innovation of Chinese firms has received relatively limited attention among management and international business scholars in the past. However, some significant changes in the Chinese institutional environment have occurred in recent years. On one hand, the Chinese central government has devised a number of policy initiatives to promote and support innovative activities in China, ranging from the ‘Mass Entrepreneurship and Innovation by All’ to the latest ‘Made in China 2025’. On the other hand, we have witnessed an increasing number of indigenous Chinese firms (e.g. Alibaba, Baidu, Tencent, Huawei and DJI) adopting business model innovation with global inputs and impacts in different business sectors, namely electronic commerce, telecommunication network equipment, social media, mobile payment and drones. Since 1978, while China has been moving from a command economy to a socialist market economy, it has had to turn its economic cadres into managers as part of its "Four Modernizations" and "Open Door" reform policies. The contributors here examine in detail the "managerial revolution" now taking place in China. Special attention is given to ways in which the Dengist market-driven model has been introduced at macro- and then micro-enterprise level; the introduction of the "contract responsibility" system which has increased managers' autonomy in decision making; and the ways in which many of the old state "dinosaur" firms are being in effect "privatized", with enormous inplications for both managers and workers. The analysis centres on reform in the areas of HRM, joint-venture creation, managerial motivation, managing corporate networks and organizational learning.

Book excerpt: School culture is playing an increasingly important role in school performance and educational development. Within the national campaign in China for the innovative and sustainable development of education, local governments in Beijing Municipality have encouraged and facilitated educational innovation toward better school culture. In recent years various initiatives have been undertaken by a select group of schools to develop strategies and further action toward innovation and change. This book documents an investigation of how teachers and principals perceive school culture development in China. A survey was conducted among 1,992 informants from 37 schools (located in four different districts) in Beijing Municipality. The results of this study indicated that the respondents had overall positive perceptions of school culture construction and development in the educational change process. In general, they showed a positive attitude toward the school culture improvement initiatives, reported satisfaction about their current school culture and held confidence in the direction their school culture is heading. The study demonstrated that certain factors, such as school geographical location and respondents’ job duty, job title, and gender, make a difference in how participants perceive their school’s culture. Teachers and principals from a less economically developed district had less awareness of, involvement in, and understanding of school culture development in all its aspects. A notable gap between teachers and principals was identified in their perception of the core values and norms of the school and of communication between teachers and principals. This study suggests that for educational development to be further carried forward successfully, there is an urgent need for better distribution of educational resources (both financial and leadership), common understanding, agreed-upon goals, and efficient communication between principals and teachers.
