Future national security challenges will be markedly different from those which were met so successfully in the past. Such challenges demand a comprehensive Officer Corps strategy recognizing the interdependency of accessing, developing, retaining, and employing talented people, officers with high learning and problem solving aptitudes, whose mental acuity and intellectual agility allows them to master diverse competencies demanded now and in the future. Such a strategy would position the Army to compete with the civilian market for talent, translate directly into better officer development and retention through increased job satisfaction, and move the Army beyond personnel management to talent management. Such a strategy will create institutional agility, allowing the Army to achieve the right breadth and depth of officer competencies to meet evolving requirements--"the right talent in the right job at the right time."

Book excerpt: The present research examined the relationship of attitudes toward the Army, duty environment and satisfaction with Army programs/benefits to the career intentions of officers and enlisted personnel. Results showed that similar dimensions of commitment to the Army, satisfaction with programs, duty environment, and career intentions are found within both categories of service members. Career intentions for officers, however, were more related to commitment dimensions whereas for enlisted members career intentions were more related to overall satisfaction with Army human resource programs and with assessment of housing and pay. However, while around 40% of the variance in the career intentions of officers was accounted for by commitment, only 10% of the variance in the career intentions of enlisted members was accounted for in the above analyses. The report also explores statistical and research methodological issues which should be considered in future investigations of these issues. (Author).

Maintaining its excellence as a developmental organization requires vigilance, however. Authorized strength and inventory mismatches, an inverse relationship between responsibility and formal developmental time, and sparse nonoperational development opportunities are serious challenges the Army must address. Doing so requires a talent development strategy firmly rooted in human capital theory. Such a strategy will recognize the value of continuing higher education, genuinely useful evaluations, and the signals associated with professional credentials.

Book excerpt: Most military researchers who have attempted to measure organizational commitment have done so on an ad hoc basis, preferring to invent new items and scales rather than incorporate well-established measures. The purpose of this special issue is to reverse this trend by bringing military organizational commitment research into the scientific mainstream and to do so in ways that will prove useful to military services while advancing organizational commitment theory and knowledge. This special issue grew out of a symposium conducted at the 1998 American Psychological Association Convention that arose when many in the field recognized the practical importance of measuring organizational commitment while maintaining a healthy concern for ensuring that this measurement was well-grounded in organizational commitment theory. Taken together, the articles in this issue demonstrate the concepts of affective and continuance commitment and their underlying measures by using them in different military samples and under a variety operational conditions.

Book excerpt: Organization theory hypothesizes that an organization's culture enables its members to work through the basic problems of survival in, and adaptation to, the external environment. Organizational culture also guides the organization's development and maintenance of internal processes and procedures that perpetuate adaptability and promote continued existence. Consequently, organizational culture has considerable impact on an organization's behavior at any given time, particularly on organizational effectiveness. However, little literature and even less data discuss the impact of organizational culture within military organizations and, more importantly, the impact that organizational culture may have on the development of an organization's leaders.In the present study, Dr. Pierce postulates that the ability of a professional organization to develop future leaders in a manner that perpetuates readiness to cope with future environmental and internal uncertainty depends on organizational culture. Specifically, the purpose of his study is to explore the relationship between the Army's organizational culture and professional development. He examines the degree of congruence between the Army's organizational culture and the leadership and managerial skills of its officer corps senior leaders. He uses data from a representative sample of such leaders while they were students at the Army War College, Classes of 2003 and 2004.At the macro level the results of his research strongly suggest a significant lack of congruence between the U.S. Army's organizational culture and the results of its professional development programs for its future strategic leaders. He bases his conclusion on iv empirical data that indicate that the future strategic leaders of the Army believe that they operate on a day-to-day basis in an organization whose culture is characterized by:* an overarching desire for stability and control,* formal rules and policies,* coordination and efficiency,* goal and results oriented, and* hard-driving competitiveness.However, sharply highlighting a pronounced lack of congruence between what they believe the Army's culture to be and what it should be (based on their development as future strategic leaders), the respondents also indicated that the Army's culture should be that of a profession, which emphasizes:* flexibility and discretion,* participation,* human resource development,* innovation and creativity,* risk-taking,* long-term emphasis on professional growth, and* the acquisition of new professional knowledge and skills.Clearly, the second set of cultural values and behaviors are much better aligned with the current and future demands of the Army's external strategic environment. Further, almost by definition, these 533 officers represent the future leaders of the Army. That is why their collective perceptions of the Army's professional culture and of their own managerial and leadership skills are of such significance to the Army.

Work is increasingly characterized by high levels of task interdependence, skill specificity, and uncertainty. In addition, today's enormously competitive labor market gives educated professionals the option of seeking new employment whenever a company fails to give them sufficient voice in their work. In short, the industrial era, during which "bosses" unilaterally made employment decisions, is over. Today, the most successful enterprises unleash the talents of their workers by collaborating with them rather than dictating to them. In this more equitable environment, prospective employees and employers seek information about each other. Ideally, they will enter into mutually beneficial relationships characterized by high productivity and the initiative, innovation, and tenure born of true job satisfaction. Unfortunately, the Army's current officer employment paradigm is not talent driven. Instead, it is industrial (almost feudal) in nature, running counter to best practices. The Army unduly prioritizes "fairness" when making assignments, has a narrowly defined pathway to senior leadership ranks, cannot see the talent it possesses, and suffers from severe principal-agent problems. The Army must move beyond these industrial era employment practices and adopt information age talent management. However, creating better talent matches requires a significant change in its feudal employment culture. Sound theories, innovative technologies, and controlled market mechanisms can help the Army match individual officer talents with specific work requirements. A carefully controlled talent market driven by a state-of-the-art information technology system can help create employment practices equal to our times. It will allow commanders to seek the talent they need, screen job candidates, and interact with both officers and Human Resources Command (HRC) personnel to achieve good matches. In turn, officers will better know what talents are in demand. This can positively shape their developmental decisions, future assignment aspirations, and professional networks. Most importantly, the Army will benefit on several levels. First, it will finally be able to "see" the talent it possesses and the talent that is actually in demand. As talent gaps are revealed, it will be empowered to allocate officer developmental resources far more efficiently and rapidly. Second, the Army's Officer Corps will work in increasingly networked fashion, building technology-enabled, problem solving relationships. Finally, optimal talent matches will improve talent development, enhance productivity, reduce risk and ensure the Officer Corps has the depth and breadth of talent it needs, both now and in the future.
