Book excerpt: Global changes in military affairs clearly predicate that U.S. strategic leaders must make a paradigm shift in the way they intend to prosecute warfare in the 21st Century. This study examines the relevance or value of organizational climate-building in a joint, multinational alliance or coalition environment. It argues that strategic leaders will be more successful if they focus on climate-building and culture integration, rather than on development of organizational culture. More importantly, organizational culture-building is a long term proposition, a condition which does not support operations with transient organizations in a geostrategic environment. This paper applies findings in studies of high performing organizations to current strategic affairs. Moreover, it takes into account strategic lessons learned in coalition and alliance operations from World War I to Operation Desert Storm.

Eisenhower believed unity of command was fundamental to the success of OVERLORD; he threatened resignation without it.

Book excerpt: In the aftermath of the Cold War, the world political environment has been, and continues to be, in constant change with evolving formats and cause-effect relationships. But "change," in and of itself, is not a new phenomenon. More accurately for today, it is the rate of change and the lack of accurate lead indicators (i.e., the unpredictability) that complicate the coalition picture in the 21st Century. The results are, in general, short agendas with narrowly focused objectives and limited commitments. This paper identifies some of the issues associated with coalition building and coordination and reports on two effective but distinct methods of meeting national requirements in this arena. Originally, the intent was to compare the US Central Command's Coalition Coordination Center (CCC) in Tampa with the Multinational Planning Augmentation Team (MPAT) approach in US Pacific Command's area of operation but a direct comparison was abandoned because these are simply unlike entities. Additionally, the report avoids repeating, at least in detail, the information already in print or available from US Central Command and US Pacific Command. There is, however, much to discuss regarding how the two commands are approaching similar problems in dissimilar environments.

Book excerpt: Substantial changes in Eastern Europe and within the Soviet Union, coupled with coalition warfare in the Middle East, suggest that the role, missions, and force structure of the U.S. Army will change in the near future. The Army's senior leadership faces the challenge of breaking the existing paradigm and recasting a new one in a turbulent international and domestic environment. Strategic processes, primarily the responsibility of senior leaders but part of a leader's work at all levels, provides a conceptual framework in which strategy is formulated and implemented. Formulation brings together environmental forces and internal capability, whereas implementation is an internal phenomenon. Effective strategy implementation depends on the extent to which resultant changes conform to existing knowledge structures used by members of the organization to make sense of and give meaning to their work. Such cognitive paradigms form the culture construct of the organization. An organizational culture perspective of the Army can enable its leaders to more effectively deal with potential resistance to change through conscious efforts to restructure underlying cognitive paradigms.

Book excerpt: For both the United States and United Kingdom counterinsurgency was a serious component of security policy during the Cold War and, along with counterterrorism, has been the greatest security challenge after September 11, 2001. In The Soul of Armies Austin Long compares and contrasts counterinsurgency operations during the Cold War and in recent years by three organizations: the US Army, the US Marine Corps, and the British Army.Long argues that the formative experiences of these three organizations as they professionalized in the nineteenth century has produced distinctive organizational cultures that shape operations. Combining archival research on counterinsurgency campaigns in Vietnam and Kenya with the author's personal experience as a civilian advisor to the military in Iraq and Afghanistan, The Soul of Armies demonstrates that the US Army has persistently conducted counterinsurgency operations in a very different way from either the US Marine Corps or the British Army. These differences in conduct have serious consequences, affecting the likelihood of success, the potential for civilian casualties and collateral damage, and the ability to effectively support host nation governments. Long concludes counterinsurgency operations are at best only a partial explanation for success or failure.
